　　Government officials have so far been rarely removed from their offices even if they are found guilty of negligence （玩忽职守）and misconduct（行为不当，公务词汇）. They will not be ousted（罢免） in a real sense, but often moved to another leading position. Furthermore, the resignations（辞职） of such officials are seen to be nothing more than stunts（手腕，噱头）.

　　But now the government has decided to put an end to this phenomenon. A newly issued policy called "Accountability(问责制) Measures for Selecting & Appointing Government Officials" makes it clear that those who resign or are removed from their positions because of negligence or misconduct cannot be appointed to leadership positions equivalent to（等同于=） their original posts within a year. The policy also makes it unlikely for them to receive any promotions within two years of their removal.

　　An editorial in the "China Youth Daily" appreciates the highly focused conditions set forth in the accountability measures, because they standardize the procedures for selecting and promoting government officials and holding them responsible for their actions.

　　The editorial also emphasizes the significance of the public monitoring(公共监督) of government officials' accountability. It argues that the current supervisory system for senior government managers has failed to work effectively.

　　The website People.com.cn further explains that government officials charged with malpractice(前一篇新闻摘录中提到过malpractising coaline. ) should face a rough patch (rough patch 常用在政治和金融新闻上，内容仍然序考证。。。请参考下文补充)in their political careers. Put another way, they should pay a high price for their negligence in a real sense, not an artificial one.

　　The article points out that when South Korean government officials are removed from their positions, their political careers end, and they tend to face many hurdles（障碍） in the business world as a result. The article says the severity of accountability for government officials in countries such as South Korea is self-evident（显而易见）. Therefore, voluntary resignations do not serve as a safe haven（太平） for the officials in question.
