  CARL AZUZ, CNN 10 ANCHOR: Almost sevendecades of U.S. presidential State of the UnionAddresses and speeches to Joint Sessions ofCongress. The difference is where we start today onCNN 10.

  CNN10分钟新闻主持卡尔·阿祖兹:美国总统发表国情咨文演讲和国会联席会议演讲已经有近70年的历史。今天CNN10分钟新闻首先来介绍一下这两种演讲的区别。

  Last night, President Donald Trump gave his firstspeech to a joint congressional session. Why was itcalled that for the president's annual message instead of a State of the Union Address?Because President Trump's been in office less than two months, and like any first president inhis first year, he's not expected to know or to be in authority on the actual State of the Union.

  昨晚,唐纳德·特朗普总统首次在国会联席会议发表讲话。为什么这次演讲被称为总统年度报告,而不是国情咨文?因为特朗普总统上任还不到两个月的时间,和其他总统一样,在任职第一年他对实际国情可能没有太多了解或者说还没有开始管理国情。

  But the setup, the location, the attendance, it all looks the same as the State of the UnionAddress.

  AZUZ: It was delivered in the House of Representatives. It was in front of representatives,senators, Supreme Court justices, the president's cabinet. And it follows the annual traditionof a president speaking to other U.S. leaders and the nation as a whole.

  阿祖兹:这场演讲在众议院发表。总统向众议员、参议员、最高法院法官以及总统的内阁成员发表了讲话。总统向美国其他领导人及全国发表演讲是一年一度的传统。

  Tradition is key, though, because the U.S. Constitution doesn't require most of what takesplace in an annual address. It says only that the president shall from time to time give to theCongress information of the State of the Union. It doesn't have to be in person, doesn't haveto be every year, it doesn't have to be on TV. The Constitution's framers didn't have TV. So,they wouldn't have had the view that much of the world could have had last night whenPresident Trump outlined his vision for America's future.

  传统很重要,不过美国宪法并没有要求总统要进行年度演讲。宪法只是规定,总统应该时常向国会说明国情信息。总统不一定要当面进行说明,不一定要每年发表讲话,也不一定要在电视上发表讲话。当时的宪法制定者没有电视。所以,他们不会看到昨晚特朗普总统就美国未来概述设想的情况,而全世界大部分人们都有看到。

  I will not allow the mistakes of recent decades past to define the course of our future.

  For too long, we've watched our middle class shrink as we've exported our jobs and wealth toforeign countries. We've financed and built one global project after another, but ignored thefates of our children in the inner cities of Chicago, Baltimore, Detroit, and so many other placesthroughout our land.

  AZUZ: OK, that wasn't the only political speech of the night. Something else that's not requiredby the Constitution, but it's been a tradition since the 1960s is the opposing party's responseto the president's annual message.

  阿祖兹:这并不是昨晚唯一的一场政治演讲。虽然宪法中没有规定,但是自上世纪60年代开始,反对党对总统的年度讲话进行回应已经成为一种传统。

  President Trump is a Republican. So, after his address, a Democrat and former governor ofKentucky, Steve Beshear, gave his party's response.

  特朗普总统是共和党人。所以,在他演讲之后,民主党人、前肯塔基州州长史蒂夫·贝希尔代表民主党进行了回应。

  STEVEN BESHEAR, FORMER KENTUCKY GOVERNOR: Real leaders don't spread derisionand division. Real leaders strengthen, they unify, they partner, and they offer real solutionsinstead of ultimatums and blame.

  Look, I may be old-fashioned, but I still believe that dignity, compassion, honesty andaccountability are basic American values. And as a Democrat, I believe that if you work hard,you deserve the opportunity to realize the American dream, regardless of whether you're acoal miner in Kentucky, a teacher in Rhode Island, an autoworker in Detroit or a softwareengineer in San Antonio.
