　　The People's Bank of China says the country will be more open to foreign capital (外国资本) this year even though the prospect （前景）of a strong economic recovery (经济复苏) is still unclear.

　　Although the impending（迫近的，即将发生的） withdrawals（撤回，撤销） of various countries' economic stimulus packages (经济刺激计划) may also complicate （使...复杂）the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration （渗透） of foreign capital into the country's financial industry in an appropriate way.

　　An editorial （社论）in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions（金融机构） the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large.

　　The editorial warns the doors to free trade （自由贸易）should not swing open（打开, 背诵 be swing open ） too quickly and that market openness市场开放，注意和开放的市场区别open market should be managed at the right pace(恰当的速度) , as China has done during the past three decades.

　　But it also notes that the stakes（风险 risk） are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern (资本运作模式) common in developed economies such as the United States and several European nations will not suit its existing financial system （无法同中国现行的金融体系“接轨”）on such short notice （短期）. As a result, chaos （混乱局面）would erupt (爆发， break out ) sooner or later in the financial sector (sector指经济领域/部门).

　　The editorial concludes that China should gradually liberalize（自由化，这里可以处理成“逐渐放宽对金融业的限制”lift the limitation/restriction on...） its financial industry, because a sudden torrent (资金“流”)of foreign capital would be undesirable（翻译时处理成“不利的”）. It calls for a prudent approach (谨慎对待) to financial liberalization that would yield a productive outcome (常见口译句型：富有成效) as evidenced over the past three decades of gradual financial reform whereby（凭借...） more market competition has been encouraged and distressed loans （呆账）have been effectively curbed（控制）. Such a policy has shielded China from （保护中国免受...）being hit as severely by the current financial crisis and enabled it to rebound quicker （使之快速反弹）than other advanced nations.
