Shanghai Expo

At the Expo, Bearing Gifts All Over Again exerpts from New York Times

  SHANGHAI —

China has leapfrogged the United States as the biggest trading partner of Japan, South Korea, Thailand and Singapore. Last year it became the world’s biggest exporter. G.M. is the largest overseas automaker in China, selling 230,048 vehicles in March, more than the 188,546 it sold in the United States. So nations and companies are seizing the opportunity to make an impression at the Expo, even as some encounter setbacks in China.

China has leapfrogged the United States as......

Shanghai is spending 28.6 billion renminbi on the exposition, which is expected to draw an estimated 70 million visitors, most of them from within China, by Oct. 31. Government officials have made it clear that the success of the event — a descendent of world fairs popular in the 19th and 20th centuries — is a top national priority, much like the 2008 Olympics in Beijing.

“Expo diplomacy is one of the focal points of Chinese diplomacy this year,” Foreign Minister Yang Jiechi said in Beijing on March 7.

Vice Premier Wang Qishan showed the degree of involvement for top leaders when he urged stepped-up work in a “race against time,” according to a report from Xinhua, the official news agency, on March 23.

About 100 foreign dignitaries (外国贵要)are expected to attend. Secretary of State Hillary Rodham Clinton already toured the U.S. site in November. Foreign Secretary David Miliband of Britain last month visited the U.K. pavilion, whose protruding acrylic rods resemble a dandelion.

Germany’s exhibit focuses on urban life. France’s trumpets (展示:非常有用的词!!)French culture. Japan’s features intelligent robots, some of which play the violin.

Xu Wei, an Expo spokesman, says nations are drawn to the event by the potential to show off (炫耀)their country to millions of potential tourists. G.M., along with Siemens, Europe’s largest engineering company, and other businesses can advertise to affluent Chinese attendees.

G.M.’s exhibit will showcase urban transportation in 2030. The company agreed to participate in 2006, three years before its 2009 bankruptcy, said Ms. Zhang, declining to provide the cost.

In addition to illustrating the pull of China’s rising economic and political clout(政治势力), the fair is a means for Chinese leaders to bolster their domestic authority, said Shen Dingli, vice dean of the Institute of International Affairs at Fudan University in Shanghai.

  .trumpet/show off/ showcase/ feature

The Expo reinforces the party’s hold on power because it is expected to foster growth, perpetuating a tacit bargain China’s people have made with the government to “yield their demand for political rights” as long as the economy expands and China’s image is burnished, Mr. Shen said.

“This is for domestic consumption more than anything else,” said Robert Ross, a professor of political science specializing in Chinese politics at Boston College in Massachusetts. “This will be spun as ‘the world is coming to China to praise China.’ What better symbol for China’s domestic masses of the greatness of their leaders?”

China Celebrates 60 Years of Communist Rule exerpts from New York Times

The vast display of military power — according to the state-run Xinhua news agency, 52 weapons systems; 151 warplane flyovers; 12 intercontinental-range missiles; and a new missile, the Dongfeng 21-C, that one day could be used to counter American aircraft carriers — received by far the most attention. While China’s military remains well behind that of many developed nations in sophistication and firepower, analysts said, its progress since the last such parade in 1999 was impressive.

vast display of military power : 军事实力的展示

Analysts said, however, that there was little or nothing unknown in the procession of hardware.

And some of the most notable changes did not involve the military at all, but the People’s Armed Police, a paramilitary force that was a bit player in the past. On Thursday, the police had specially outfitted armored personnel carriers, a signal of their growing stature. The group is the government’s main internal security force and played crucial roles in suppressing ethnic disturbances in the Xinjiang region in July and in combating riots in Tibet in March 2008. Its performance in Tibet was widely criticized, and the government has since taken steps to modernize the force and train it to military standards.

The military journal People’s Liberation Army News said in February that the parade “is a comprehensive display of the party’s ability to rule.” And the theme of this parade, emphasized in weeks of newspaper articles and television broadcasts, is that the Communist Party has made China strong, increasingly prosperous and respected in the world — and that it is in firm control.

  Visionary reconstruction

  from China Daily

Reconstruction plans for quake-hit Yushu county in Qinghai province will soon be presented to the State Council for approval. Efforts will shift from rescue and relief work to the building of new homes for victims displaced by the April 14 disaster.

The earthquake victimised millions of people.

If saving lives and helping victims test the government's capability to deal with emergencies, what will be needed in the road ahead are sensible planning, visionary policies and the efficient use of funds and materials in efforts to build new homes for Yushu's residents

Reconstruction planners will have to consider every possibility that could jeopardize their work. The location of new buildings must be carefully chosen and their quality must be guaranteed so that they can resist strong earthquakes. The style of the structures must be in line with local Tibetan characteristics so that they can match the culture and tradition.

  be in line with: 与....一致

Rebuilding the county into an eco-friendly attraction and business destination will help a fragile local ecology that cannot afford major industries. The ecological balance must be maintained well to protect the sources of the country's major rivers within its borders.

The relevant policies must also ensure that the new homes are designed with vision. They should be energy-saving and environmentally friendly. They must be comfortable to live in.

A supervisory mechanism must be in place to guarantee that homes for residents, government office buildings and other infrastructure in the area are of sound quality. Supervision must be carefully carried out so that funds for rebuilding efforts will be spent in a transparent manner.

  carry out: 实施

The ongoing reconstruction of Wenchuan county in Sichuan province, which was also hit by a deadly quake about two years ago, hopefully serves as a model for Yushu.
