Human rights, democratic societiesand sustainable development depend on the free flow of information. And the right to information depends on pressfreedom. Each year, we observe WorldPress Freedom Day to emphasize these fundamental principles, to protect theindependence of the media and to honour media workers who risk and have losttheir lives in the exercise of their profession.

人权、民主社会和可持续发展有赖于信息的自由流动。知情权取决于新闻自由。我们每年纪念世界新闻自由日，是要强调这些基本原则，保护媒体的独立性，向那些为从事自己的职业而冒着生命危险、乃至牺牲生命的媒体工作者致以敬意。

This year, World Press Freedom Daycoincides with three important milestones. It is the 250th anniversary of the world’s first freedom of informationlaw, covering both modern-day Sweden and Finland, and it is the 25thanniversary of the adoption of the WindhoekDeclaration of press freedom principles. Finally, 2016 is also the first year of implementing the Sustainable Development Goals.

今年，世界新闻自由日恰逢三个重要的里程碑。今年是世界上第一个新闻自由法出现250周年，这项法律涵盖今天的瑞典和芬兰。今年也是关于新闻自由原则的《温得和克宣言》通过25周年。最后，2016年还是执行可持续发展目标的开局之年。

Press freedom and the free flow ofinformation are necessary not only to inform citizens about the Goals, but toenable them to hold their leaders accountable for fulfilling the pledges theyhave made. The media – including, andincreasingly, new online media – serve as our eyes and ears. We all benefit from the information theyprovide.

新闻自由和信息的自由流动是必要的，这不仅表现在让公民了解这些目标，而且表现在让公民能够就领导人履行所作的承诺对他们进行问责。媒体――包括而且越来越多的是新的在线媒体——可以作为我们的眼睛和耳朵。我们都受益于媒体所提供的信息。

A free, independent and safe mediaenvironment is essential. Yet, all toooften, journalists are threatened, harassed, obstructed or even killed in thepursuit of information. Many languish indetention, some in appalling conditions, for shedding light on governancefailures, corporate malfeasance or societal problems.

一种自由、独立、安全的媒体环境是至关重要的。然而，太多的时候，记者在采集新闻时遭到威胁、骚扰、阻挠、乃至杀害。许多人因揭露治理失败、企业不法行为或社会问题而身陷囹圄，其中一些人的处境极其恶劣。

I am very concerned about theincreasingly restrictive environment for media workers in many countries. Constraints on freedom of expression placeshackles on progress itself. On thisWorld Press Freedom Day, I urge all Governments, politicians, businesses andcitizens to commit to nurturing and protecting an independent, free media. Without this fundamental right, people areless free and less empowered. With it,we can work together for a world of dignity and opportunity for all.

我非常关切的是，许多国家的媒体工作者处在日益受限的环境中。对表达自由的制约给进步套上枷锁。值此世界新闻自由日之际，我敦促各国政府、政治人士、企业和公民致力于培育和保护独立、自由的媒体。没有这一基本权利，人们就会更不自由，就会拥有更少的权能。如果有了它，我们就能够共同构建一个人人拥有尊严和机遇的世界。
