　　The Day of Remembrance for allVictims of Chemical Warfare is an occasion to reflect upon the terrible toll ofthese weapons and to pay tribute to those who suffered. It is also an opportunity to take stock ofour efforts to chart a course to a world without the menace of chemicalweapons.

　　值此化学战受害者纪念日，我们反思化学武器造成的巨大人员伤亡，缅怀化学战的受难者，并全面评估我们为消除全世界面临的化学武器威胁所做的努力。

　　Sadly, instead of being consignedto history, chemical weapons have re-emerged as a tool of war. We havewitnessed new allegations of their use and have seen painful new evidence ofthe suffering they inflict upon their victims. This cannot and should not become the new normal. We have come too far to go back.

　　可悲的是，化学武器不但没有成为历史，反而作为一种战争手段重新登场。我们目睹就使用化学武器提出的新的指控，也看到化学武器受害者遭受苦难的新的痛苦证据。这种情况不能、也不应该成为新的常态。我们已经取得长足进展，不能再回到过去。

　　In the past year, two new StatesParties have joined the Chemical WeaponsConvention, bringing the total to 192. The destruction of the world’s declared chemical agents has risen to 90percent. The United Nations has createda Joint Investigative Mechanism withthe Organisation for the Prohibition of Chemical Weapons to help ensure thatthose responsible for the use of chemical weapons in the Syrian Arab Republicare held accountable.

　　去年，又有两个国家加入《化学武器公约》，从而使公约缔约方总数达到了192个。世界各国宣布的化学战剂已有90%被销毁。对于应对在阿拉伯叙利亚共和国境内使用化学武器行为负责者，联合国与禁止化学武器组织建立的联合调查机制有助于确保将他们绳之以法。

　　On this Remembrance Day, let usrenew our efforts to rid the world of these and all other weapons of massdestruction. Only by working together,can we realize a world free of chemical weapons.

　　值此纪念日，让我们再接再厉，消除世界上的化学武器和所有大规模杀伤性武器。让我们共同努力，为实现一个无化学武器的世界而奋斗。
