  Non-discrimination principle 非歧视原则

  A:We caninferthat the non-discriminationprinciple is one of the most important principles of WTO agreement. This principle requires equal treatment of domestic and foreign enterprise. Does the principle also apply to domestic enterprise of different ownerships?

  B:Yes, it does. Domestic enterprises of different ownerships enjoy equal rights, for the non-discrimination principlegrantsequal rights to enterprises, regardless of their nationality and ownership. I have found that although changes of China's economic policies are numerous, these changes are largely based on the most important economic principle of WTO agreement—non-discrimination principle. Such an understanding of principle of the changes may help us not only to have a good insight into the changes but also toforeseethe tendency of the new changes of China's economic policies.

  A:我们可以断定非歧视原则是世贸协议中最重要的。这些原则要求平等对待本土企业和外国企业。这些原则同样适合那些不同所有制的国内企业吗?

  B:是的。不同性质的国内企业享有平等的权利,因为非歧视性原则赋予所有企业平等的权利,不管他们是国内还是国外的。我发现尽管中国经济政策的变化是巨大的,这些变化是基于世贸协议重要原则——非歧视原则。就像对政策变化的理解不仅能帮我们洞悉这些变化,同时也可以预测中国经济政策变化的趋势。
