  New Japan Premier Pushes For Fast Results

  Shinzo Abe officially took over as Japan's prime ministerWednesday, ushering in a new government that has vowedfast, aggressive action to get the country's economy back ontrack and to overhaul relations with the rest of the world.

  安倍晋三(Shinzo Abe)周三正式就任日本首相,组建了新一届政府。本届政府誓言将采取迅速有力的行动,恢复日本的经济,并将全面调整与世界其他国家和地区的关系。

  The 58-year-old Mr. Abe, who already has roiled financial markets with forceful comments oneverything from the level of the yen to the value of 'unlimited' monetary easing, wasted no timein getting to work, instructing his just-appointed cabinet in their first meeting Wednesday night tocompile during the next few weeks a budget for trillions of yen in stimulus spending.

  Mr. Abe and his ministers are expected to follow that up with increased pressure on Japan's centralbank to pump money into the economy, and by reviving a once-powerful policy-setting bodyheaded by the prime minister to make sure the measures taken are working.

  The Council on Economic and Fiscal Policy, comprised of privaet- and public-sector experts, playeda central role in formulating economic policy under former Prime Minister Junichiro Koizumi. It hasbeen dormant since the Liberal Democratic Party was ousted from power three years ago.

  'I want to produce results as soon as possible, so we can win back the confidence of the people,'' Mr. Abe said in his first news conference after taking office.

  Speedy results are key for Mr. Abe, who is on his second try at the premiership after resigning thetop post in 2007, a year into his term, amid plummeting popularity ratings. No subsequentJapanese prime minister has made it longer than 14 months in office.

  Japan's economy is faltering, and has likely shrunk for three consecutive quarters, including theone that ends Dec. 31. The country has been dipping in and out of deflation for 15 years, and itsonce world-beating manufacturers are being pummeled by a strong yen─all problems Mr. Abe hassaid he will fix.

  Mr. Abe also has promised to put Japan's relations with the U.S., which have been hurt bycontroversy over a U.S. military base on the southern island of Okinawa, back on firmer footing. He has said he hopes to visit President Barack Obama in January.

  Japan watchers say Mr. Abe stands a good chance of accomplishing at least some of his goals, starting with pushing the economy into growth. He has filled his cabinet with a mix of heavyweightpoliticians and close aides, including former prime minister and longtime ally Taro Aso─a proponentof aggressive stimulus spending.

  Mr. Aso, who will be Mr. Abe's finance minister, was premier during the 2008-09 global financialcrisis, when his administration rolled out a ¥14 trillion ($165 billion) emergency economicpackage─the largest on record in Japan.
