  President Barack Obama called on Republicans in the USCongress to lift the country’s debt limit without preconditions, saying markets could go “haywire” if there is anotherconfrontation over allowing new borrowing.

  美国总统巴拉克 奥巴马(Barack Obama)呼吁国会的共和党人无条件提高美国的债务上限,称如果在允许新借款的问题上再次发生对抗,市场将“陷入混乱”。

  At the final press conference of his first term, a combative US president also said that Republicansshould not expect to be paid a “ransom” in the form of aggressive new spending cuts for agreeingto lift the debt ceiling.

  在其第一任期内的最后一场新闻发布会上,态度强硬的奥巴马还表示,共和党人不要指望因为同意提高债务上限,就能换取以新的激进减支措施为形式的“赎金”。

  If Congress did not lift the debt ceiling in time, Mr Obama said: “Markets could go haywire. Interestrates could spike for anyone who borrows money. It would be a self-inflicted wound for oureconomy.”

  奥巴马表示,如果国会未能及时提高债务上限:“市场将陷入混乱。所有借款人的利率都将暴涨。这将自找苦吃,伤害美国经济。”

  “(Republicans) will not collect a ransom in exchange for not crashing the American economy – thefull faith and credit of the United States of America is not a bargaining chip,” he said.

  他表示:“(共和党人)不会因没有导致美国经济崩溃而换到赎金。美利坚合众国的整体信用不能当作谈判筹码。”

  In an unusually lengthy and at times rambling press conference, Mr Obama said he would unveilproposals to restrict gun ownership later in the week, and denied that his failure to socialise withCongress impeded his ability to forge compromises with Republicans.

  在这场异常漫长、时而跑题的新闻发布会上,奥巴马表示,他将在本周晚些时候拿出提议,限制人们拥有枪支,并否认他因未能与国会保持良好关系而妨碍了他与共和党达成妥协。

  The US reached its $16.4tn borrowing limit at the end of 2012 but the Treasury has since takensteps to continue paying the country’s public debt, measures which should last until late nextmonth.

  In the wake of the deep recession and the response to it, on top of deficits accumulated underGeorge W. Bush, the federal government now borrows about 40 cents for every dollar it spends.

  The Republicans say deep spending cuts must be part of any debt ceiling deal, with some of theparty’s members in Congress considering allowing the government to shut down, or for the US todelay paying its debts, to make their point, according to Politico, a Washington publication.

  共和党人表示,要达成任何债务上限协议,必须包含大力削减开支的措施。华盛顿出版的杂志《Politico》表示,国会中的某些共和党成员在考虑,不惜让政府关闭,或者让美国延迟偿付债务,来表明自己的态度。
