  Vladimir Putin yesterday provoked new fears that heis seeking the partition of Ukraine by calling for talkson “statehood” for the rebellious southeast of thecountry.

  The Russian president’s comments are the latestescalation in rhetoric from the Kremlin and come asEurope prepares to impose tougher sanctions onMoscow. They follow an intensification of fighting ineastern Ukraine that Kiev and western governments say is being fuelled by an inflow of Russiansoldiers and equipment.

  “We must immediately begin substantive, meaningful negotiations, not on technical questionsbut on questions of the political structure of society and of the statehood of southeast Ukrainein order to guarantee the legal interests of people who live there,” Mr Putin said in a televisioninterview.

  “我们必须立即展开实质性的、有意义的谈判,不是关于技术问题,而是关于乌克兰东南部的社会政治结构和国家地位,以保证居住在那里的人民的合法权益,”普京在电视上接受采访时表示。

  The use of the word “statehood”, while imprecise, is likely to antagonise Kiev. Dmitry Peskov,the president’s spokesman, sought to play down the remarks. He said Mr Putin had been callingfor inclusive talks with the separatists to start as soon as possible, but that it was “absolutelywrong” to interpret his words as calling for independence for eastern Ukraine.

  使用“国家地位”(statehood)这个词虽然不精确,但很可能惹恼基辅。普京发言人德米特里•巴斯科夫(DmitryPeskov)试图淡化这些言论。他表示,普京的本意是呼吁尽快启动与分裂分子的包容性谈判,把他的话解读为呼吁乌克兰东部独立是“绝对错误”的。

  However, the escalation in the conflict is likely to draw a western response this week. GeneralPhilip Breedlove, Nato supreme allied commander in Europe, said the alliance would “take headon” the engagement of Russian troops in Ukraine at a summit in Wales on Thursday.European leaders agreed at the weekend to prepare new sanctions within a week.

  不过,冲突升级很可能在本周引发西方的回应。北约(NATO)欧洲盟军最高司令、美国空军上将菲利普•布里德洛夫(Philip Breedlove)上周四在威尔士举行的一个峰会上表示,北约将“正面迎战”在乌克兰境内参战的俄军部队。欧洲领导人周末同意在一周内准备好实施新的制裁。

  In his interview, Mr Putin indirectly addressed allegations that Russian troops were fighting inUkraine. “It must be taken into account that Russia cannot remain indifferent to the fact thatpeople are being shot almost point-blank,” he said, before clarifying that he was referring to theRussian people, not the government.

  普京在采访中间接应对了有关俄军部队在乌克兰作战的指控。“人们必须考虑到,在人们在近距离被枪杀的情况下,俄罗斯不可能无动于衷,”他表示。他随即澄清说,他指的是俄罗斯人,而不是政府。
