At the invitation of President-elect Omar Hassan al-Bashir of the Republic of Sudan, Minister of Environmental Protection Chen Jining will attend the inauguration ceremony of the Sudanese President on June 2 as the Special Envoy of President Xi Jinping.

问：据报道，美国国防部长卡特称，各方应立即并永久停止在南海填海造地，反对将争议岛礁进一步军事化。中国在南海行动不仅违反了构筑亚太安全体系的国际准则，也违背了采取非强迫性手段解决领土争端的地区共识，美将继续加强在亚太的军事存在。中方对此有何回应？

Q: US Defense Secretary Ashton Carter reportedly said that the US wants an immediate and lasting halt to land reclamation by any claimant in the South China Sea, and opposes any further militarization of disputed features. What China does in the South China Sea is out of step with both international norms that underscore the Asia-Pacific’s security architecture, and the regional consensus in favor of non-coercive approaches to territorial disputes. The US will continue to beef up its military existence in the Asia-Pacific. How does China respond?

答：中方已多次阐明在有关问题上的原则立场。我要强调指出的是，美方对个别国家长期以来在非法侵占中国岛礁上的建设活动选择性“失声”，却对中方在自己主权范围内合法、合情、合理的正常建设活动说三道四，如果不是习惯了双重标准，就是另有所图。我想重申，中方有关岛礁建设活动的规模与速度与中国作为一个大国所承担的国际责任和义务是相称的。怎么做，中国人自有判断，任何人都无权要求中方怎么做。

A: The Chinese side has repeatedly elaborated on its principled position on the relevant issue. I’d like to underscore that the US chooses to be mute about a few countries’ enduring construction on illegally occupied Chinese islands and reefs, but keeps talking improperly about China’s lawful, justified and reasonable normal construction within its own sovereignty. If this is not a habitual application of double standard, then there must be hidden motives behind this. I want to reiterate that the size and pace of China’s construction on relevant maritime features is commensurate with the international responsibilities and obligations undertaken by China as a major country. The Chinese people have their own judgment as for what to do. No one else has the right to tell China how to behave.

当前，南海形势总体稳定。但个别国家出于一己私利不断在南海挑起事端，对中国领土主权和海洋权益进行肆意挑衅，还有一些人煽风点火。这才是南海地区的乱源所在。美方应该认真思考，美方到底希望看到一个什么样的亚太地区？美方到底应为亚太的和平与繁荣发挥什么样的作用？把作为世界经济增长主要引擎的亚太搞乱了，从根本上说到底是否符合美方利益？我们敦促美方三思而后行，真正本着负责任态度，停止一切挑拨挑衅言行，真正为维护地区和平稳定发挥积极和建设性作用。

The South China Sea is generally stable. However, a few countries continuously make troubles in the area and provoke China’s territorial sovereignty and maritime rights and interests at will in order to obtain selfish gains with the encouragement and instigation of some other people. This is the culprit of the chaos in the South China Sea. The US should think seriously about what kind of the Asia-Pacific does it really want to see? What role should it play in realizing peace and prosperity of the Asia-Pacific? Is it really in the interest of the US if chaos reigns in the Asia-Pacific which is the major driver of global economic growth? We urge the US side to think twice, take a genuinely responsible attitude, halt all provocative words and deeds and make positive and constructive efforts to safeguard regional peace and stability.

问：韩美日六方会谈团长日前在首尔举行会晤，三方商定将继续向朝鲜施压，中方对此有何评论？

Q: Chief negotiators of the Six-Party Talks from the ROK, the US and Japan held a trilateral meeting in Seoul the other day, agreeing to keep pressure on the DPRK. What is China’s comment?

答：妥善处理朝鲜半岛核问题事关半岛及东北亚和平稳定大局，符合有关各方共同利益，也是有关各方肩负的共同责任，各方都应为此做出建设性努力。作为半岛近邻和负责任大国，中方将继续为推动妥善解决有关问题发挥应有作用。

A: The proper settlement of the Korean nuclear issue concerns peace and stability of the Korean Peninsula and Northeast Asia, meets the common interests and remains a common responsibility of parties concerned. Constructive efforts should be made to this end by all. As a close neighbor of the Peninsula and a major responsible country, the Chinese side will continue to play its due role in the proper settlement of the relevant issue.
