Eliminating the threat of minesand explosive remnants of war is a crucially important endeavour that advancespeace, enables development, supports nations in transition and saves lives.

　　消除地雷和战争遗留爆炸物的威胁，是推动和平、促进发展、支持国家转型和拯救生命过程中一项极为重要的努力。

The United Nations continues toprovide wide-ranging assistance to millions of people in Afghanistan, Cambodia,Colombia, Laos, Lebanon, South Sudan and elsewhere. But more progress is needed, and newfrontiers for action have emerged, most notably in Syria and Mali, where thedevastating humanitarian impact of the use of explosive weapons in populatedareas is growing.

联合国继续向阿富汗、柬埔寨、哥伦比亚、老挝、黎巴嫩和南苏丹等国的数百万民众提供广泛协助，但仍需要取得更多进展，而且新的行动地区已经出现，特别是叙利亚和马里，在人口稠密区使用爆炸性武器带来的破坏性人道主义影响与日俱增。

I am encouraged that 161 MemberStates have agreed to be bound by the Anti-personnelMine Ban Convention of 1997. Inaddition, 111 have signed the Conventionon Cluster Munitions, and 81 States have consented to be bound by Protocol V on Explosive Remnants of War ofthe Convention on Certain Conventional Weapons. 127 nations have ratified the Convention on the Rights of Persons withDisabilities.

我对已有161个会员国同意接受1997年《禁止杀伤人员地雷公约》约束感到鼓舞。此外，有111个国家已签署《集束弹药公约》，81个国家已同意接受《某些常规武器公约关于战争遗留爆炸物的第五议定书》约束，127个国家已批准《残疾人权利公约》。

I call for universal adherence tothese important treaties.

United Nations mine actionprogrammes continue to create space for humanitarian relief efforts, peaceoperations and development initiatives, allowing UN staff to deploy andrefugees and internally displaced persons to return voluntarily to theirhomes. The United Nations 2013-2018 Strategy on Mine Action sets out a seriesof steps towards a safer world where individuals and communities can pursuesocio-economic development and where survivors are treated as equal members oftheir societies.

联合国地雷行动方案继续为人道主义救助工作、和平行动和发展举措创造空间，使联合国工作人员得以部署，难民和境内流离失所者得以自愿返回家园。联合国2013-2018年地雷行动战略阐述了实现更安全世界的一系列步骤，让个人和社区能够追求社会经济发展，让幸存者能够作为社会成员得到平等待遇。

The United Nations is stronglycommitted to mine awareness and mine action throughout the world. On this International Day, we reaffirm ourcommitment to a world free from the threat of mines and other remnants ofwar.
