问：20日下午，尼泊尔正式颁布新宪法，请问中方对此有何评价？

Q: Nepal promulgated the new constitution on the afternoon of September 20. How does China comment on this?

答：中方衷心祝贺尼泊尔颁布新宪法，期待尼泊尔以此为契机，实现国家团结、稳定和发展。中方高度重视中尼关系，愿继续深化中尼友好合作，为尼泊尔的经济社会发展提供力所能及的帮助。

A: China sincerely congratulates Nepal on promulgating the new constitution, and hopes to see that Nepal can take this opportunity to realize national unity, stability and development. China attaches great importance to relations with Nepal, and stands ready to further deepen bilateral friendly cooperation and provide assistance for Nepal’s economic and social development to the best of her capacity.

问：据报道，主要由中国出资、承建的轻轨列车20日在埃塞俄比亚首都亚的斯亚贝巴正式开通运营。有评论称，这是中国在非洲不断强化经济影响力的又一举措。中方对此有何评论？

Q: According to media reports, the tramway which is mostly funded and built by China officially opened on September 20 in Addis Ababa, capital city of Ethiopia. Some people say that this is another step taken by China to wield more economic clout in Africa. How do you comment on this?

答：9月20日，由中国中铁公司承建、深圳地铁集团提供运营管理服务的埃塞俄比亚亚的斯亚贝巴轻轨正式开通运营。这是埃塞俄比亚乃至撒哈拉以南非洲地区首条现代化城市轻轨，将极大缓解埃塞首都交通压力，便利民众出行，提升城市运营管理服务水平。该项目采用中国标准和技术，主要由中方提供融资支持，是中国企业在非洲承建并提供运营管理服务的首个城市轨道交通项目。

A: On September 20, the Addis Ababa tramway was officially put into use. China Railway Engineering Corporation (CREC) undertakes the project and Shenzhen Metro Group provides operation and management service to it. As the first modern urban tramway in Ethiopia and even the Sub-Sahara Africa as a whole, this tramway will greatly relieve the traffic congestion in Ethiopia’s capital, make people’s travel easier and improve the administration and service level of the city. This project applies Chinese standard and technology with most of its fund coming from China, and is the first urban tramway project in Africa that is undertaken by and uses operation and management service of Chinese companies.

当前，非洲国家正在加快工业化进程，在基础设施建设等方面有着巨大需求。作为非洲的真诚朋友和发展伙伴，中方将继续秉持“真、实、亲、诚”的政策理念和正确义利观，同非方共同推进高速铁路网、高速公路网、区域航空网、工业化“三网一化”和产能合作，促进中非共同发展，造福双方人民。

Nowadays, African countries are speeding up the process of industrialization with a huge demand for infrastructure building. As a genuine friend and development partner of Africa, China will carry forward the policy of sincerity, real results, affinity and good faith as well as the right approach to principles and interests, work with Africa to build the three major networks of high-speed railway, expressway and regional aviation, proceed industrialization and advance cooperation on production capacity, so as to achieve joint development of China and Africa and bring benefits to the two peoples.

问：据报道，20日，希腊激进左翼联盟在议会选举中获胜，该党领导人齐普拉斯领导左联再次赢得大选。中方对此有何评论？

Q: Alexis Tsipras and his left-wing Syriza party once again won the Greek election after getting the majority vote in the parliament. What is China’s comment on this?

答：我们注意到，希腊议会大选顺利举行，齐普拉斯先生领导激进左翼联盟再次获胜，中方对此表示祝贺。中方始终高度重视发展同希腊的关系，愿与希腊新政府携手努力，持续推进双方各领域交流与合作，推动中希全面战略伙伴关系不断向前发展。

A: We have noted the smooth running of the Greek parliamentary election. China congratulates Mr. Tsipras and the Syriza party on winning the election again. China always attaches great importance to bilateral relations with Greece, and hopes to work in unison with the Greek new government to press ahead with bilateral exchanges and cooperation in various areas and move forward China-Greece comprehensive strategic partnership.

问：尼泊尔日前颁布的新宪法引发国内抗议并导致暴力冲突，一些少数族群担心其利益得不到充分保护。印度等国已就此表达了关切。中方如何看待尼泊尔当前局势？是否也对尼泊尔通过新宪法的方式表示关切？

Q: The promulgation of Nepal’s new constitution has led to domestic protest and violence, and some minority groups fear that their rights may not be fully guaranteed. India and other countries have expressed concerns over this. How does China see the current situation in Nepal? Is China also concerned about the way in which Nepal promulgated the new constitution?

答：中方衷心希望尼泊尔各派政治力量能从国家和人民的根本利益出发，通过对话协商解决有关分歧，实现国家的持久发展和人民幸福。

A: China sincerely hopes that all political parties in Nepal can bear in mind the fundamental interests of their country and the people, address the differences through dialogue and consultation, realize enduring development of the country and bring happiness to the people.

问：你能否证实中国外交部亚洲司的日本处被撤销？

Q: Can you confirm that the Foreign Ministry has cut off the Japanese division in the Department of Asian Affairs?

答：近期外交部对亚洲司司内处室进行了调整，这是正常的行政调整。我要指出的是，中国对日政策没有发生变化。

A: The Department of Asian Affairs of the Foreign Ministry recently underwent normal administrative adjustment. I’d like to point out that there is no change to China’s foreign policy towards Japan.

问：据中国媒体报道，中国公安部“猎狐行动”工作组将1名通缉犯从西班牙引渡回国，这是否代表中西关系向前迈进了一大步？

Q: According to Chinese media reports, the “Fox Hunt” working group of the Chinese Ministry of Public Security extradited one suspect from Spain. Does this represent a big step forward for China-Spain relations?

答：我们对西班牙方面在这次“猎狐行动”中给予中方的配合表示赞赏和感谢。近期，中国政府正积极同有关国家开展执法合作，共同打击跨国犯罪。从近期有关进展看，我们的行动越来越得到国际社会的支持，也表明这些犯罪分子无论逃多远、逃多久，都逃脱不了中国法律的惩处。我们愿与包括西班牙在内的有关国家一道，进一步加强打击跨国犯罪领域合作。

A: We commend and appreciate Spain’s coordination with China during the “Fox Hunt” operation. The Chinese government has been working positively with relevant countries on law enforcement cooperation to jointly combat transnational crimes. What we have achieved recently shows that our operation is gaining more and more support from the world, and that those perpetrators shall never get away from China’s legal punishment no matter how far and long they flee. We are willing to work with relevant countries including Spain to enhance cooperation on combating crimes across the border.
