1、我们,亚洲相互协作与信任措施会议(以下简称“亚信”)成员国外交部长,于2016年4月27日至28日在北京举行亚信第五次外长会议,就当前重大地区和国际问题交换了看法。
1. We, the Ministers of ForeignAffairs of the Member States of the Conference on Interaction and ConfidenceBuilding Measures in Asia (CICA), met in Beijing on 27-28 April 2016 for theFifth Meeting of the CICA Ministers of Foreign Affairs to exchange views onmajor regional and international issues.
2、我们认识到亚洲和世界形势正发生复杂深刻变化,重申恪守《联合国宪章》和公认的国际法原则与规则,特别是《亚信成员国相互关系原则宣言》和《阿拉木图文件》所确认的原则和规则。
2. We recognise that Asia and theworld are undergoing complex and profound changes and reaffirm our commitmentto the UN Charter and the universallyrecognised norms and principles of international law, in particular thoseenshrined in the Declaration on thePrinciples Guiding Relations Between the CICA Member States and the Almaty Act.
3、我们确认,任何国家或国家集团均无权以任何理由直接或间接地干涉别国内外事务。在境外组织和支持一国政变,是干涉别国内政的行为,威胁到国家主权和政治独立,与联合国宗旨和原则相悖,也违反了《联合国宪章》,将导致威胁国际和平与安全的形势。
3. We confirm that no state orgroup of states has the right to intervene, directly or indirectly, for anyreason whatever, in the internal or external affairs of any other state.Organisation and support of externally-based coups, as form of interference inthe internal affairs of states, poses a threat to the sovereignty and politicalindependence of states; and is contrary to the purposes and principles of theUnited Nations, violates the UN Charter,and also leads to the creation of situations which can threaten internationalpeace and security.
4、我们重申,在全球化大背景下,安全的涵义已演变为一个综合概念,建立可持续和平与安全环境符合本地区各国共同利益。我们应该在迄今达成的共识基础上,谋求共同、综合、合作、可持续安全,相互尊重主权、独立和领土完整,寻求进一步发展和进步。致力于在所有成员国相互信任、睦邻友好及相互合作基础上,建立符合成员国愿望的安全环境。
4. We reaffirm that in a globalisedworld security has become an all-encompassing concept and countries in theregion are sharing common interests in building a sustainable environment ofpeace and security. We should seek common, comprehensive, cooperative andsustainable security; respect each other’s sovereignty, independence andterritorial integrity and pursue further development and progress based on thecommon understanding that has been reached so far, and build a securityenvironment that fulfills the expectation of the Member States based oncommitment to mutual trust, good neighbourliness and cooperation among MemberStates.

5. Taking into account differentpositions on the Middle East peace process, we remain concerned and call uponall parties concerned to implement all the relevant UN resolutions to achievecomprehensive, lasting and just peace and security and stability in the regionby resuming negotiations; to establish the Palestine State, based on therelevant UN resolutions and on internationally recognised legal basis on thisissue with the aim of achieving the two-state solution of two states living inpeace and security with each other, while fully preserving the peace, security,sovereignty, territorial integrity and political independence of all otherstates in the region. We call upon the international community, including theQuartet, to continue the efforts to reactivate the bilateral negotiations inaccordance with the agreed terms of reference to implement the solution basedon two states for two peoples. We call upon both parties to respect the concludingmutual agreements and engage in taking measures which restore confidence andpave way towards that end.

6. As the Syrian crisis heads intoits sixth year, almost half of the country’s population, close to 12 millionmen, women and children have been displaced, and close to 5 million Syrianshave sought shelter in the neighbouring countries in the region; mostprominently Egypt, Iraq, Jordan, Lebanon and Turkey. The humanitarian tragedyis enormous and requires a coordinated and comprehensive response. We call uponthe international community to consider possibility of supporting asylumseekers and refugees in accordance with relevant international law, inparticular the 1951 Convention on theStatus of Refugees and the 1967Protocol thereto, where applicable, and national legislations.
7、我们对自2016年2月27日起宣布在叙利亚实施停火表示欢迎,敦促并呼吁所有相关方恪守对该停火承诺。我们重申支持以日内瓦2012年会议联合公报、按维也纳模式作出的相关决定以及联合国安理会第2254、2268号决议为基础,在叙利亚推进旨在恢复叙和平与稳定的政治解决。
7. We welcome the cessation ofhostilities in Syria declared on 27 February 2016 to which we urge all relevantparties to maintain their commitment. We reaffirm our support to a politicalsolution in Syria on the basis of theGeneva Communique 2012, decisions taken in Vienna format and the UNSC Resolutions 2254 and 2268 in order to restore peace andstability in Syria.
8、我们重申促进和保护人权及基本自由的重要性。促进和保护人权的进程应符合《联合国宪章》、《世界人权宣言》以及国际法的原则与宗旨。我们进一步重申,人权是普遍、相互依存、相互关联、不可分割的。国际社会必须公正、平等地处理全球范围内的人权问题。在认识到各国与各地区皆具独特性以及不同的历史、文化和宗教背景十分重要的同时,各国不论其政治、经济、文化制度如何,都有责任推动和保护所有人权和基本自由。
8. We reaffirm the importance ofpromotion and protection of human rights and fundamental freedoms. The processof promoting and protecting human rights should be conducted in conformity withthe purposes and principles of the Charterof the UN, the Universal Declarationon Human Rights and international law. We further reaffirm that all humanrights are universal, interdependent, interrelated and indivisible.International community must treat human rights globally in a fair and equalmanner. While the significance of national and regional particularities andvarious historical, cultural and religious backgrounds must be borne in mind,it is duty of states, regardless of political, economic and cultural systems,to promote and protect all human rights and fundamental freedoms.
9、我们重申支持和维护《联合国宪章》和国际法原则以及《联合国宪章》中和平解决争端的方式。争端各方将按照《联合国宪章》、《亚信成员国相互关系原则宣言》和国际法所确定的原则,迅速建立接触并进行谈判以防止发生冲突和解决争端。争端各方成员国和其他成员国均不应采取任何导致局势恶化的行动。
9. We reaffirm our commitment touphold and defend the principles of the UNCharter and international law as well as the means envisaged in UN Charter for peaceful settlement ofdisputes. The parties to any dispute will immediately establish a contact andnegotiate to prevent the outbreak of a conflict and to settle the dispute inaccordance with the principles enshrined in the UN Charter as well as in the Declarationon the Principles Guiding Relations Between CICA Member States andinternational law. The Member States parties to a dispute as well as the otherMember States shall refrain from any actions, which might aggravate thesituation.
10、我们对当前亚洲及其他地区因恐怖主义威胁增长和恐怖组织行径带来的安全挑战深表关切,强烈谴责一切形式和表现的恐怖主义。恐怖主义活动不仅对国家主权和领土完整构成严重挑战,也威胁国际和地区和平、安全、稳定。
10. We express deep concern on thesecurity challenge in Asia and beyond caused by the growing terrorist threatand actions of terrorist organisations, and strongly condemn terrorism in allits forms and manifestations. Terrorist acts not only pose serious challenge tocountries’ sovereignty and territorial integrity, but also constitute threat toregional and international peace, security and stability.
11、我们同样关注因核武器、放射性和生化武器的扩散及投放带来的风险,特别是当其被恐怖分子和其他非国家主体所掌握时。
11. We are also concerned by risksof proliferation of nuclear, radiological, chemical and biological weapons andtheir means of delivery, especially when they could fall into the hands ofterrorists and other non-state actors.
12、我们支持在相关地区各国自由达成安排的基础上建立中东无核武器和大规模杀伤性武器区。
12. We support the establishment ofa Middle East Zone Free of Nuclear Weapons and All Weapons of Mass Destruction,based on arrangements freely arrived at among the states of the regionconcerned.
13、我们支持所有国家以和平目的发展和使用核能不可剥夺的权力,包括建设核电站,同时严格遵循各自核不扩散义务及在所加入的相关协议中作出的承诺,尤其是国际原子能机构安保协议。
13. We support the inalienableright of all states to develop and use nuclear energy for peaceful purposes,including power generation, with due respect to their non-proliferationobligations and their commitments emanating from agreements to which they areparties; in particular the IAEASafeguards Agreements.
14、我们决心采取一切必要措施消除有助于恐怖主义传播的条件,包括但不限于长期冲突,法治缺失和违反人权,基于种族、民族和宗教的歧视、干涉别国事务,在社会和经济中边缘化等,同时认识到上述原因均不构成为恐怖主义开脱的理由。
14. We resolve to undertake allnecessary measures aimed at addressing the conditions conducive to the spreadof terrorism, including but not limited to prolonged unresolved conflicts, lackof the rule of law and violations of human rights, discrimination on ethnic,national or religious basis, external interference in states’ affairs,socio-economic marginalization, while recognising that none of these conditionscan excuse or justify acts of terrorism.
15、我们强调,恐怖主义威胁与毒品走私和非法贩运轻型武器密切相关,它们以任何形式落入恐怖主义手中,以及种族主义、分裂主义和各种形式的极端主义思想都为恐怖活动提供资金和人力来源,从而放大了恐怖主义威胁。
15. We stress that the menace ofterrorism has been magnified by its close links with drug trafficking, illicittrafficking of small arms and light weapons (SALWs) and their transfers in anyform to terrorist groups, racist ideologies, separatism, all forms of extremismwhich present basic sources of financing and providing manpower for terroristactivities.
16、我们重申不能也不应将恐怖主义与任何宗教、民族、文明或种族相联系。我们将进一步加强反恐合作,并在《联合国宪章》等国际法基础上同资助、支持、藏匿、转移、训练、武装恐怖分子等在内的一切形式和表现的恐怖主义作坚决斗争。我们同意采取具体措施和必要行动阻止恐怖分子获取物资资源,摧毁他们的庇护场所和训练设施,削弱他们招募和训练恐怖分子,包括外国恐怖作战分子的能力。
16. We reaffirm that terrorismcannot and should not be associated with any religion, nationality,civilization or ethnic group. We undertake to further strengthencounter-terrorism cooperation and fight resolutely, on the basis ofinternational law including the UN Charter,against terrorism in all its forms and manifestations, namely suppressing theprovision of funds, support, shelter, traveling, training and equipment toterrorists. We also agree to put in place specific measures and take necessaryactions to deny terrorists’ access to material resources, to dismantle theirsanctuaries and training facilities and to curtail their ability to recruit andtrain terrorists, including foreign terrorist fighters.
17、我们认为,违反《联合国宪章》及国际法,针对一国的主权、领土完整和政治独立直接或间接使用或威胁使用武力,剥夺外国占领下人民的自决权(行使此项权利须依照《联合国宪章》和国际法),以及干涉他国内政和奉行进攻性的战略方针等都对地区及国际和平构成威胁。
17. We believe that direct orindirect threat or use of force in violation of the UN Charter and international law against the sovereignty,territorial integrity and political independence of the states; denial of theright to self-determination of peoples which remain under foreign occupation (aright which has to be exercised in accordance with the UN Charter and international law); interference in the internalaffairs of states and offensive strategic doctrines pose threats to regionaland international peace.
18、我们重申联合国应在国际反恐合作中发挥核心作用,赞赏亚信成员国独自或共同防范和打击恐怖主义的努力。我们呼吁各国和联合国在共识的基础上尽快完成和通过关于国际恐怖主义综合性公约。我们注意到关于建立联合国主导下的全球反恐联盟(网络)以巩固反恐国际努力的建议,强调反恐不应采用“双重标准”,应采取综合措施消除有助于恐怖主义传播的条件。我们一致认为通过《亚信落实行动计划》将进一步加强亚信成员国间的反恐合作,呼吁各方予以共同有效落实。
18. We reaffirm the central role ofthe UN in the global fight against terrorism, and appreciate the individual andcollective efforts undertaken by CICA members in preventing and counteringterrorism. In this regard, we call upon all States and the UN to acceleratework on the finalisation and adoption through consensus of a comprehensiveconvention on international terrorism. We take note of the proposals on globalcounter-terrorism coalition (network) under the auspices of the United Nationsto consolidate international efforts in combating terrorism. We underscore thatdouble standards should be avoided and a holistic approach taken to address theconditions conducive to spread of terrorism. We share the view that theadoption of the CICA action plan to implement the UN Global Counter-Terrorism Strategy will provide further impetusto strengthen the counter-terrorism cooperation among CICA Member States andcall on all parties to work for its common and efficient implementation.
19、我们强调国际社会应根据《联合国宪章》的原则和宗旨共同打击一切形式和表现的恐怖主义,支持全面落实《联合国全球反恐战略》。我们强调,有必要共同遏制恐怖和极端主义思想的传播,促进不同宗教间和民族间的宽容、对话与理解。在此背景下,我们欢迎联合国大会于2015年12月10日通过的由伊朗伊斯兰共和国倡议的“一个反对暴力和暴力极端主义的世界”的决议(A/RES/70/109),并呼吁全面落实该决议。
19. We emphasise that theinternational community should jointly combat terrorism in all its forms andmanifestations in accordance with the purposes and principles of the UN Charter and support fullimplementation of the United NationsGlobal Counter-Terrorism Strategy. We also emphasise the need to jointlycurb the spread of terrorist and extremist ideologies; and promoteinterreligious and interethnic tolerance, dialogue and understanding. In thiscontext we welcome the adoption of the UnitedNations General Assembly Resolution entitled: “A World against Violence andViolent extremism” (A/RES/70/109) on 10 December 2015, initiated by the IslamicRepublic of Iran, and call for the full implementation of this Resolution.
20、我们强调,防范和打击资助恐怖活动的行为,不对涉及恐怖活动个人和团体给予任何形式的支持,包括阻止恐怖组织招募成员、切断恐怖分子武器来源具有重要意义。
20. We emphasise the importance ofpreventing and suppressing the financing of terrorist acts and refraining fromproviding any form of support to entities or persons involved in terroristacts, including by suppressing recruitment of members of terrorist groups andeliminating the supply of weapons to terrorists.
21、恐怖组织及其支持者越来越多地使用包括互联网、社交网络、广播渠道等在内的新信息通讯技术煽动、资助和谋划恐怖活动、为恐怖活动招募人员,我们对此表示关切。
21. We express our concerns uponthe increased use, by terrorists organisations and their supporters, of newinformation and communications technologies, in particular the internet, socialnetworks and broadcast channels, to facilitate terrorist acts, as well as theiruse to incite, recruit, fund or plan terrorist acts.
22、我们对联合国安理会第2178号决议所指的外国恐怖作战分子带来的日益严重的威胁深表关切,认识到这些作战分子对其原籍国、过境国、目的地国以及毗邻武装冲突区域的国家都构成严重威胁,我们强调加强国际合作遏制该现象十分重要。
22. We express grave concern overthe growing threat posed by foreign terrorist fighters, as described in UN Security Council Resolution 2178, andrecognise that this may pose a serious threat to their countries of origin,transit and the countries to which they travel, as well as countriesneighbouring zones of armed conflict. We stress the importance of enhancinginternational cooperation to curb this phenomenon.
23、恐怖组织通过从事跨国有组织犯罪、绑架人质勒索赎金、贩卖毒品和人口、倒卖文物、非法开采和出售自然资源等多种方式加强了其资金能力,我们对此表示关切。
23. We express concerns over thestrengthened financial capacity of terrorist organisations through a variety ofactivities connected to transnational organised crime, such askidnap-for-ransom, illicit drug trafficking and human trafficking, selling ofantiquities, illegal exploitation and selling of natural resources and money-laundering.
24、我们强调,揭露和应对恐怖主义和暴力极端主义的思想源头十分重要。我们认识到,包括社交网络在内的媒体以及行之有效的沟通策略对成功回击恐怖主义宣传和应对恐怖主义行径十分关键。
24. We highlight the importance ofexposing and confronting the ideological underpinnings of terrorism and violentextremism. We recognise the role of the media and effective communicationstrategies, which includes social media and use of ICT, as crucial for thesuccess of counter-narrative and counter terrorism efforts, among other things.
25、我们强调,导致恐怖主义的分裂主义和暴力极端主义是对国家主权、统一、领土完整、安全和稳定的威胁。我们不支持其他成员国领土内的任何此类分裂主义运动和组织,也不向其提供任何帮助和支持。我们也重申,绝不允许任何此类分裂主义运动或组织利用我们的领土。
25. We emphasise that separatismand violent extremism that lead to terrorism are threats to state sovereignty,unity, territorial integrity, security and stability. We will not support anysuch separatist movements and entities on the territory of another MemberState, nor render them any aid or assistance. We also reiterate our resolvethat our territories will not be used by any such separatist movements andentities.
26、我们重申加强合作应对有组织犯罪、毒品走私、贩卖人口、网络犯罪等共同关切的跨国性挑战。
26. We also reaffirm our commitmentto enhance cooperation to combat transnational challenges of mutual concernincluding, among others, organised crime, illicit drug trafficking, traffickingin persons and cybercrime.
27、我们根据孟加拉国提出的关于和平文化的联大决议,强调一切文化、文明和宗教都对丰富人类文明作出贡献,确认促进文化、宗教、文明间对话以及相互理解对于合作具有重要意义。世界和传统宗教领导人大会旨在促进宽容和相互尊重的文化,反对仇恨和极端主义思想,我们对此表示欢迎。
27. We, in line with the UNGA Resolution on Culture of Peaceproposed by Bangladesh, emphasise that all cultures, civilizations andreligions contribute to the enrichment of humankind and reaffirm the importanceof promotion of inter-cultural, inter-religious and inter-civilizationaldialogue, understanding and cooperation for peace. In this regard, we welcomethe Congress of Leaders of World and Traditional Religions, which aims atfostering a culture of tolerance and mutual respect, as opposed to the ideologyof hatred and extremism.
28、我们相信,促进经济增长和繁荣,消除贫困、愚昧和文盲,尊重人权和推动寻求公正对消除恐怖主义、极端主义,包括并不限于长期冲突的传播条件十分关键,强调应进一步开展区域和次区域对话,加强多边合作,采取促进可持续发展、经济合作和人民福祉的适当措施。
28. We believe that promotion ofeconomic growth and prosperity and elimination of poverty, ignorance, andilliteracy and respect for human rights as well as promotion of access tojustice are critical to address the conditions conducive to the spread ofterrorism and extremism including but not limited to prolonged unresolvedconflicts. We stress the need to further conduct regional and sub-regionaldialogue, strengthen multilateral cooperation and adopt appropriate measures topromote sustainable development, economic cooperation and the well-being of ourpeople.
29、我们呼吁各方通过加强文明间对话、继续制定和落实信任措施等方式,努力实现成员国共同目标,切实促进亚洲地区和平、安全、稳定与可持续发展。
29. We call upon all parties topromote culture of peace, security, stability and sustainable development inAsia to fulfill common goals of Member States by strengthening cross-culturedialogue, formulating and implementing CBMs,etc.
30、我们承认伊朗与六国及欧盟达成《联合全面行动计划》(下称“全面协议”)。我们希望有关各方忠实、充分执行全面协议及安理会第2231号决议。这将有助于该地区国家加强互信。
30. We acknowledge the Joint Comprehensive Plan of Action (JCPOA) betweenIran and E3/EU+3. We hope that all relevant parties will fully implement JCPOA and the UN Security Council Resolution 2231 in good faith, which willcontribute to enhancing mutual trust among regional countries.
31、我们强烈谴责朝鲜民主主义人民共和国公然违反联合国安理会相关决议,于2016年1月6日进行核试验以及于2月7日、4月15日和23日多次使用弹道导弹技术进行发射的行为。联合国安理会于2016年3月2日通过的第2270号决议,表明了国际社会不能接受朝鲜继续核试验和使用弹道导弹技术发射行为的坚定决心。我们重申将全面完整履行相关决议并进一步加强国际合作,敦促朝鲜根据联合国安理会相关决议和2005年六方会谈9·19共同声明,以可核查、不可逆的方式全面放弃核计划。我们支持2005年六方会谈9·19共同声明,以及通过有意义的对话为重启六方会谈创造条件和环境的努力。
31. We condemn in the strongestterms the nuclear test by Democratic People’s Republic of Korea (DPRK) on 6January 2016 and its multiple launches that used ballistic missile technologyon 7 February, 15 April and 23 April 2016 in violation and flagrant disregardof the UN Security Council’s relevant resolutions. We welcome and support the UN Security Council Resolution 2270 adoptedon 2 March 2016, which is the manifestation of the international community’sfirm resolve that DPRK shall not conduct any further nuclear tests and launchesthat use ballistic missile technology. We reaffirm that we will implement theresolution thoroughly and fully and will further strengthen internationalcooperation so that DPRK must abandon its nuclear program in a complete,verifiable and irreversible manner according to relevant UN Security Councilresolutions and 19 September 2005 JointStatement of the Six-Party Talks. We support 19 September 2005 Joint Statement and the efforts tocreate conditions and environment for the resumption of the Six-Party Talksthrough meaningful dialogue.
32、我们热烈欢迎东盟共同体于2015年12月31日成立。它包括政治安全共同体、经济共同体和社会文化共同体三大支柱,旨在建立具有政治凝聚力、经济一体化和承担社会责任的共同体。东盟正努力推动地区合作,作出有益于加强地区和平与安全的区域安排,同时深化与域外各方联系,在国际社会中发挥主动积极的作用,我们对此表示欢迎。东盟政治安全共同体的成功建设将有助于增进相互信任与信心,巩固地区和平、安全和稳定。鉴此,我们鼓励亚信秘书处与东盟建立联系,这有助于进一步巩固亚洲地区的安全和可持续发展。
32. We warmly welcome theestablishment on 31 December 2015 of the ASEAN Community comprising of three pillars,namely the ASEAN Political-Security Community, ASEAN Economic Community andASEAN Socio-Cultural Community, aiming at building a politically cohesive,economically integrated and socially responsible community. We welcome ASEAN’songoing efforts to promote regional cooperation and developing regionalarrangements to help enhance regional peace and security, while deepening theirengagement with external parties and playing a proactive role in the globalcommunity of nations. The successful building of the ASEAN Political-SecurityCommunity will contribute to enhance mutual trust and confidence, consolidatepeace, security and stability in the region. In this connection, we encouragethe establishment of relations between Secretariats of CICA and ASEAN thatwould contribute to further consolidation of the efforts to strengthen regionalsecurity and sustainable development in Asia.
33、我们重申愿开展协作与互助,尊重本地区宗教和文化多样性,在国家、地区及国际层面开展不同文化与文明的对话合作。在国际法框架内,各方拥有平等的权利和义务。
33. We reiterate our shared desireto carry forward the cooperation and mutual assistance, stay committed torespecting religious and cultural diversity throughout the region andconducting inter-cultural and inter-civilizational dialogue and cooperation atnational, regional and international levels. Within the framework ofinternational law, all parties have equal rights and duties.
34、我们支持就开展文明对话提出的各种多边和国别倡议,认为这是打击一切形式恐怖主义,消除不宽容,促进不同宗教、不同文化人民和平共处的重要手段。

We welcome theapproval of Action Plans of CICA forimplementation of Confidence BuildingMeasures in military-political and economic dimensions as well as in combatingdrugs.

In more than twenty years since its establishment, the CICAprocess has played an important role and will continue to play equallyimportant role in promoting interaction among Member States, enhancing dialogueamong civilizations, establishing and implementing Confidence Building Measures (CBMs) and strengthening the CICAprocess, thus making contribution to peace, security, stability and sustainabledevelopment in Asia.

We recognize that mankind is facing immense challenges to sustainabledevelopment, and reaffirmed that collective measures and reinvigorated globalpartnership is needed to help translate this global agenda into a sustainableaction plan to address these challenges. We are open to explore approaches to 2030 Agenda for Sustainable DevelopmentGoals.

We recognise that we encounterthe dire realities of new security threats and challenges and that it isforemost required, for not only the countries in the region but also theinternational community as a whole, to pay the utmost attention and makecoordinated efforts to address such realities. In this regard, we take note ofthe need to step up our efforts to implement CBMs in order to increase the level of cooperation among the CICAMember States. We take note of the concept on the establishment, throughconsensus, of an international organization on the basis of CICA proposed byKazakhstan.

We recognise the important role the People’s Republicof China has played advancing the CICA process, promoting CICA institutionbuilding, and adopting and implementing CBMs. We welcome the Chairmanship’sinitiative to convene the CICA Non-Governmental Forum. We commend the People’s Republicof China’s contribution to the founding of the CICA Youth Council and the CICABusiness Council and express our desire to further enhance activities of theCICA Youth Council and the CICA Business Council as efficient mechanisms ofimplementing CICA CBMs in respectiveareas and thus promoting better understanding, cooperation and mutual trustamong Member States.

We welcomerelocation of the Secretariat to its new headquarter in Astana and appreciatethe work carried out by the Secretariat for the development of CICA and supportstrengthening of the Secretariat. We urge all CICA Member States to makevoluntary financial contributions to the budget of the Secretariat on a regularbasis.
