　　Washington, March 31, 2016

　　1. Over the past three years,climate change has become a pillar of the U.S.-China bilateral relationship.Both countries have taken strong measures at home to build green, low-carbonand climate-resilient economies, helping galvanize global action to combatclimate change and culminating in the ParisAgreement reached last December. With their joint announcement of ambitiousclimate actions in November 2014, President Barack Obama and President XiJinping sought to lead by example, and by the time the Paris conference openeda year later, some 186 countries had put forward their own climate actions. InSeptember 2015, the two leaders laid out a common vision for the Paris outcomeduring President Xi’s State Visit to Washington and also announced majordomestic policy measures and cooperative initiatives to combat climate change,as well as significant progress on climate finance. In Paris, the United Statesand China, working together and with others, played a critical role in craftinga historic, ambitious global climate change agreement.

　　一、过去三年来，气候变化已经成为中美双边关系的支柱。两国已在国内采取了有力措施建立绿色低碳和气候适应型经济，助推全球应对气候变化行动，并最终于去年12月达成了《巴黎协定》。习近平主席和贝拉克·奥巴马总统2014年11月一起宣布了富有雄心的气候行动，志在率先垂范，至一年后巴黎会议开幕时已有186个国家提出了气候行动。2015年9月，习近平主席对华盛顿进行国事访问期间，两国元首提出了关于巴黎会议成果的共同愿景，并宣布了应对气候变化的主要国内政策措施和合作倡议以及在气候资金方面的重要进展。在巴黎，中美两国共同并与其他各方一道，为达成具有历史意义的、富有雄心的气候变化全球协议发挥了关键作用。

　　2. Today, the two Presidentsannounce another significant step in their joint climate efforts. The UnitedStates and China will sign the ParisAgreement on April 22nd and take their respective domestic steps in orderto join the Agreement as early as possible this year. They encourage otherParties to the United Nations FrameworkConvention on Climate Change to do the same, with a view to bringing the Paris Agreement into force as early aspossible. The Presidents further express their commitment to work together andwith others to promote the full implementation of the Paris Agreement to win the fight against the climate threat.

　　二、今天，两国元首在共同努力应对气候变化方面又宣布了一项重要举措。中美两国将于4月22日签署《巴黎协定》，并采取各自国内步骤以便今年尽早参加《巴黎协定》。他们还鼓励《联合国气候变化框架公约》其他缔约方采取同样行动，以使《巴黎协定》尽早生效。两国元首进一步承诺，将共同并与其他各方一道推动《巴黎协定》的全面实施，战胜气候威胁。

The Presidents recognize thatthe Paris Agreement marks a globalcommitment to tackling climate change and a strong signal of the need for aswift transition to low-carbon, climate-resilient economies. In this regard,the Presidents are also committed to working bilaterally and with othercountries to achieve successful outcomes this year in related multilateral fora,including on an HFC amendment under the MontrealProtocol pursuant to the Dubai Pathway and on a global market-based measurefor addressing greenhouse gas emissions from international aviation at theInternational Civil Aviation Organization Assembly. To accelerate clean energyinnovation and deployment, they will work together to implement the goals ofthe Mission Innovation initiative announced at the Paris conference and carryforward the work of the Clean Energy Ministerial. They support a successfulG-20 Summit in Hangzhou this year, including strong climate and clean energyoutcomes, and call on the G-20 countries to engage constructively ininternational cooperation on energy and climate change. And they will continueto deepen and broaden bilateral cooperation through the U.S.-China ClimateChange Working Group, the U.S.-China Clean Energy Research Center, and otherefforts.

　　三、两国元首认识到，《巴黎协定》标志着应对气候变化的全球性承诺，也发出了需要迅速向低碳和气候适应型经济转型的强有力信号。为此，两国元首也承诺今年双方共同并与其他国家一道努力在相关多边场合取得积极成果，包括《蒙特利尔议定书》下符合“迪拜路径规划”的氢氟碳化物修正案和国际民航组织大会应对国际航空温室气体排放的全球市场措施。为加快清洁能源创新和应用，双方将共同努力落实巴黎会议上宣布的“创新使命”倡议各项目标，并推进清洁能源部长级会议工作。两国元首支持今年在杭州举行的二十国集团峰会取得成功，包括在气候和清洁能源方面取得强有力成果，并号召二十国集团成员国建设性开展能源和气候变化国际合作。双方将通过中美气候变化工作组、中美清洁能源研究中心以及其他努力继续深化和拓展双边合作。

Finally, the Presidents committo taking concrete steps to implement the commitments they made in theirSeptember 2015 Joint Statement to use public resources to finance and encouragethe transition toward low carbon technologies as a priority. Since the JointStatement, the United States led an effort in the OECD to successfully adoptthe first-ever set of multilateral standards for support of coal-fired powerplants using export credit, and China has been strengthening its green andlow-carbon policies and regulations with a view to strictly controlling publicinvestment flowing into projects with high pollution and carbon emissions bothdomestically and internationally.

　　四、最后，两国元首承诺采取具体步骤落实2015年9月联合声明关于运用公共资源优先资助并鼓励逐步采用低碳技术的承诺。自联合声明发表以来，美国在经济合作与发展组织框架下推动成功制订了第一套利用出口信贷支持燃煤电厂的多边标准，中方也一直在加强绿色低碳政策规定以严格控制公共投资流向国内外高污染、高排放项目。

　　5. The joint efforts by China andthe United States on climate change will serve as an enduring legacy of thepartnership between our two countries.

　　五、中美气候变化方面的共同努力将成为两国合作伙伴关系的长久遗产。
