US gives Google’s core search the all-clear

The US has ended a sweeping antitrust investigation of Googlewithout imposing any sanctions on its core search business, even as the US internet company negotiates more extensivechanges to its business practices with regulators in Europe.

The settlement with the Federal Trade Commission, which ends the first extensive US probe of thesearch group, was welcomed by supporters who had argued that the investigation had beenmotivated mainly by Microsoft and other rivals as a way to limit Google’s rise.

“This lifts a cloud off Google that will mean they can compete more aggressively,” said David Balto, a former assistant director of competition policy at the FTC. “The FTC’s action makes it clearGoogle’s actions don’t harm consumers. This closes the book on search.”

Despite giving Google’s search engine a clean bill of health, the FTC announced a settlement thatincludes limits to the way Google enforces its patents against other companies and a relaxation ofrestrictions that make it harder for small business advertisers to move their campaigns from Googleto other search engines.

The investigation was launched after claims from Google’s opponents that it gives unfairprominence to its own services in its search results, hurting rivals in areas such as weatherinformation, maps and comparison shopping.

Jon Leibowitz, FTC chairman, said the agency’s commissioners had voted unanimously not to sueGoogle over its search business after concluding that it had valid reasons to promote its owninformation services.
