  Russian President Vladimir Putin denied a request by American officials to expel National Security Agency leaker Edward Snowden, who the leader said remains in the transit hall of a Moscow airport and is free to fly wherever he desires.

Mr. Snowden doesn't need a Russian visa because he technically is a transit passenger who 'thank God has not committed any crimes on the territory of the Russian Federation,' Mr. Putin said.

  Mr. Putin's comments came after U.S. Secretary of State John Kerry said that while there was no mechanism for the U.S. to call on Russia to extradite Mr. Snowden, it was asking Moscow not to side 'with a person who is accused of breaking the law in another nation and who is a fugitive from justice according to international standards of law.'

He said it came as a 'complete surprise' to Russian officials when the 30-year-old former security contractor, who is wanted by U.S. authorities for leaking confidential information about domestic surveillance operations, arrived at Moscow's Sheremetyevo Airport on Sunday. 'I hope this doesn't in any way affect the nature of our relations with the U.S.,' he said.

  The U.S. and Russia have seen their relations fray in particular since late 2011, when Mr. Putin accused the American government of supporting thousands of Russia opposition activists who took to the streets of Moscow, alleging that parliamentary elections had been rigged and calling for his ouster.

U.S. officials warned of unspecified 'repercussions' against countries that failed to detain Mr. Snowden, but have stopped short of identifying actions the U.S. might take against governments refusing to comply.

  Earlier Tuesday, Russia's Foreign Minister Sergei Lavrov broke a two-day silence by Russia's top officials saying Mr. Snowden hadn't crossed into Russian territory and that the country had 'nothing to do' with Mr. Snowden or his 'movements around the world.'

  The city expanded on its explanation Tuesday, saying that a U.S. request to issue a provisional warrant for Mr. Snowden's arrest used an apparently inconsistent set of names and didn't come with a passport number, contributing to a delay in processing the application that allowed the former U.S. security contractor to leave the city Sunday.

  Many U.S. officials are likely to treat Mr. Putin's latest announcement as a snub, the latest in a series of blows that the former Cold War rivals have been dealing one another for over a year. The U.S. recently banned from American territory a slew of Russian officials allegedly tied to human-rights abuses including the death of Russian lawyer Sergei Magnitsky. Russia countered by banning Americans from adopting Russian children and banning U.S. officials from entering Russia due to their alleged human-rights abuses.

In 2012, the Kremlin-funded channel RT, which Mr. Putin said was created in 2005 to 'break the monopoly of Anglo-Saxon media,' hired Mr. Assange to host a show. The WikiLeaks founder landed an interview for the RT show with Ecuadorian President Rafael Correa, who has drummed up domestic support by thumbing his nose at American power.

Under Mr. Putin, the Russian government has prosecuted and jailed a number of engineers and specialists in alleged espionage cases.
