　　各位来宾，女士们、先生们，大家好!

　　首先，我代表中国共产党，向远道而来的欧洲贵宾们表示热烈欢迎。

　　Please allow me on behalf of the Chinese Communist Party to begin by extending heartfelt welcome to distinguished guests, who came here all the way from Europe.

　　去年5月，首届中欧政党高层论坛在北京成功举办，双方就共同应对全球性挑战、深化中欧全面战略合作进行交流，加深了相互了解，扩大了友谊共识，为促进中欧全面战略伙伴关系作出了积极贡献。

　　Last year, on May, the first China-Europe High-Level Political Parties Forum was held successfully in Beijing. The two parties discussed how to jointly cope with global challenges and deepen comprehensive strategic cooperation between China and Europe. The Forum enhanced mutual understanding, expanded consensus and friendship and contributed to the effort of promoting the comprehensive strategic partnership between China and Europe.

　　一年来，国际形势继续发生深刻变化，国际金融危机后续影响仍在持续，各国纷纷调整各自的经济社会发展战略，努力实现平衡、协调、可持续发展。

　　Over the past year, profound changes are taking place in the international landscape, and the impact of the global financial crisis continues. Many Countries are adjusting their economic and social development strategy to make effort to achieve the balanced, coordinated and sustainable development.

　　作为世界两个重要经济体，中国和欧洲分别出台了“十二五”规划与“欧洲2020战略”，这不仅关系到自身的发展，也将对世界经济以至全球经济治理产生重要影响。

　　As two major economic entities of the world, China and Europe introduced the twelfth five-year plan and Europe 2020 Strategy respectively which not only affect our own development, but also will have a significant influence on the world even the global economic governance.

　　在这样的背景下，中欧政党领导人再次相聚北京，以“中欧合作的新机遇、新前景”为主题，就双方发展的理念、思路、目标、举措进行交流研讨，对增进互信共识、促进合作发展，具有重要意义。

　　In this context, taking “New opportunity and prospect of China-Europe cooperation “as the theme, Party leaders of China and Europe gather again in Beijing communicate and discuss about the concept, idea, goal and measures of development, having a significance in promoting mutual trust and consensus and enhancing cooperative development.

　　女士们、先生们!

　　欧盟是当今世界最大的经济体，是中国最重要的合作伙伴之一。在应对国际金融危机冲击过程中，欧盟对自身发展模式进行反思与调整，出台“欧洲2020战略”，强调“智慧型增长”，“可持续增长”和“包容性增长”，指明了欧盟未来10年经济社会发展方向。如果把“欧洲2020战略”与中国“十二五”规划进行比较，不难发现两者有许多共同之处：一是都把转变发展方式、解决结构性矛盾作为努力方向，力求实现平衡发展、全面发展;二是都把体制机制改革作为动力，特别强调深化改革，强调技术创新;\

　　Ladies and Gentlemen

　　European Union is the biggest economic entity in the world and one of the most important cooperative partners of China. In the process of tackling global financial crisis, EU reflect on and adjust the development model, and introduce the Europe’s 2020 strategy, emphasizing on Smart Growth, Sustainable Growth and Inclusive Growth, guiding the development of EU’s social and economic development in the next ten year. Compared the Europe 2020 strategy with the twelfth five-year plan of China, it is obvious that they have a lot in common: First, both focus on the transformation of development pattern and solving the structural contradictions to make effort to achieve balanced and comprehensive development. Second, take the system mechanism reform as a motivation with special emphasis on deepening the reform and technological innovation.

　　三是都把节能减排、绿色经济作为重要手段，注重发展新能源、新技术、新材料，打造新的经济增长点;

　　Third ,both sides take energy conservation and reduction of pollutant emissions together with Green Economy as an vital method ,and ,at the same time ,pay attention to develop new energy resources ,new technology ,new material and create new points of economic growth.

　　四是都把完善社会保障体系、缩小贫富差距、解决民生问题作为出发点和落脚点，着力构建凝聚力包容性强的社会。

　　Forth, the start and end-results of the two are to improve the social security system ,to bridge the gap between rich and poor and to meet the needs of our people and the purpose of the two are concentrating on constructing society which has strong rallying power and great inclusiveness,

　　可以说，中欧两大经济体存在诸多利益契合点，双方务实合作也面临新的机遇，有着广阔的发展前景。

　　As two large economies, Sino-EU trade relation has many corresponding points in the aspect of interest. Pragmatic cooperation of the both parties faces new opportunities and has broader prospect for development.

　　对欧洲而言，中国“十二五”规划的实施，为欧洲经济复苏和未来发展提供了难得机遇。

　　To Europe , the implementation of the Twelfth Five-year Plan of China provide unusual opportunities to its economic recovery and future development.

　　中国扩大内需、扩大进口、扩大服务业开放的政策取向，为欧盟对华出口提供了广阔空间。

　　Chinese policy orientation ,including expanding domestic demand ,expanding imports and expanding the opening of the service industry ,provides broad space for European export to China.

　　中国加强知识产权保护，优化外商投资环境，有助于欧洲资本、企业进入中国市场。

　　China strengthens protection of intellectual property right and optimizes the utilization of foreign funds .These policies contribute to the entering to Chinese market of the European capital and enterprises.

　　中国加快转变经济发展方式、发展战略性新兴产业，有利于欧盟对华开展高新技术领域的投资与合作。

　　China accelerates the shift of pattern of economic growth and develops strategic rising industy .These policies contribute to expansion of investment from EU to China and Sino-EU cooperation relation in the new and high-tech field

　　中国建设资源节约型、环境友好型社会，发展环保产业，为欧盟企业开辟了巨大市场。

　　China builds an energy-efficient, environment-friendly society and develops the environmental protection industry. These policies open up an tremendous market for European enterprises.

　　对中国来说，欧盟高新科技领先、创新能力领先，是中国推进经济结构调整、加快科技进步与创新的重要合作伙伴。

　　For China ,EU ,advanced in the field of new and high-level science and technology as well as the innovation ability ,is an highly important cooperation partner in the proceedings of adjusting the economic structure and accelerating the progress and innovations in science and technology.

　　欧盟在环境保护、发展绿色技术及产业、应对气候变化等领域的政策措施、管理机制相对完善，可为中国建设“两型”社会、发展绿色经济提供经验与支持。

　　EU’s policy measures in the fields including environment protection ,development of green technology and industry and addressing climate change ,together with EU’s relatively excellent management mechanism ,could provide experience and support for Chinese building of Two Type society and development of green economy.

　　欧盟在完善社会保障体系、缩小地区差别、促进就业、消除贫困等方面积累了大量经验，可为中国学习借鉴。

　　China can also learn from the vast experience of EU in the aspects including improving the social security system ,narrowing the difference between regions ,promoting employment and fighting against poverty.

　　Ladies and Gentleman

　　“十二五”时期是中国全面建设小康社会的关键时期，是深化改革、加快转变经济发展方式的攻坚时期。

　　The period of the Twelfth Five Year Plan is key to build a well-off society in an all-round way .This period ‘s task is to tackle difficulties in the proceedings of deepening the reform and accelerating a shift of mode of economic growth.

　　我们将适应国内外形势的新变化，顺应各族人民过上更美好生活的新期待，坚持以科学发展为主题，以加快转变经济发展方式为主线，深化改革开放，保障和改善民生，

　　We will adapt the changes of the oversea and the national position and conform to the new expectation for better life of people of all ethnic groups .We will insist on taking scientific development as the theme and taking accelerating a shift of pattern of economic growth as paramount .We will deepen reform and open up and safeguard and improve people's livelihood.

　　巩固和扩大应对国际金融危机冲击成果，促进经济长期平稳较快发展和社会和谐稳定，为全面建成小康社会打下具有决定性意义的基础。

　　consolidate and expand the results of overcoming the impact of the global financial crisis, promotes stable and rapid economic growth and social stability, lay a decisive foundation for building a well-off society in an all-round way.

　　第一，我们将始终坚持科学发展，努力促进经济社会又好又快发展。在当代中国，坚持发展是硬道理的本质要求，就是坚持科学发展。

　　Firstly, we will always adheres to scientific development, forge ahead a better and faster economic growth in an earnest effort to. In modern China, development is the fundamental principle, that is to adheres to scientific development.

　　在今后的发展中，我们将更加注重以人为本，满足人民群众日益增长的物质文化需求，努力促进人的全面发展;

　　We will always place people first by meeting the people's growing material and cultural needs and promoting the all-round development of people for future development.

　　更加注重全面协调可持续，在大力发展社会主义市场经济的同时，大力发展社会主义民主政治，大力发展社会主义先进文化，大力加强社会建设、推进社会管理及其创新;

　　We will put more emphasis on an overall, coordinated and sustainable development, promote socialist democracy and advanced socialist culture, strengthen social construction, social management and it’s innovation while vigorously developing socialist market economy .

　　更加注重统筹兼顾，处理好经济社会发展各领域的重大关系;更加注重保障和改善民生、促进社会公平正义，努力使发展成果更好地惠及全体人民。

　　We will put more emphasis on an all-round consideration, deal with the relationships between different socioeconomic fields, focus more on social protection and improvement, social equity and justice , ensure that the benefits of development are shared by all the people.

　　第二，我们将加快转变经济发展方式，努力在发展中促转变、在转变中谋发展。

　　Secondly, we will speed up the shift of mode of economic growth, foster transformation in deve. and seek deve. In trans.

　　加快转变经济发展方式，是推动科学发展的必由之路，是我国基本国情和发展阶段性特征的内在要求。

　　Speeding up the shift of mode of economic growth is the only way to promote the development of science, which is in conformity with the basic conditions, and the development of new features.

　　在推进转变经济发展方式过程中，我们将把经济结构调整作为主攻方向，促进经济增长向依靠消费、投资、出口协调拉动转变，向依靠第一、第二、第三产业协同带动转变;

　　In the process of speeding up the shift of mode of economic growth, we should focus on restructuring the economy, promote balanced growth driven by consumption, investment and exports and depend on collaboration driven by primary, secondary and tertiary industry.

　　把科技进步和创新作为重要支撑，深入实施科教兴国战略和人才强国战略;把保障和改善民生作为根本出发点和落脚点，坚定不移走共同富裕道路;

　　We will profoundly implement Strategy of Developing the Country Through Science and Education by using scientific advancements and technological innovation as an important pillar. our start and end-result is social protection and improvement and pursue common prosperity unswervingly.

　　把建设资源节约型和环境友好型社会作为重要着力点，深入贯彻节约资源和保护环境基本国策，以强有力的具体措施提高发展的全面性、协调性、可持续性，确保经济增长质量和效益明显提高。

　　Our focus is building a conservation-minded and environment friendly society, thoroughly implement the basic national policies---resources saving and environmental protection. Taking a series of strong measures to improve the comprehensiveness, coordination and sustainability of deve and ensure the improvement of the quality and efficiency of economic growth.

　　第三，我们将不断深化改革开放，努力为促进经济长期平稳较快发展提供强大动力。改革是动力，开放出活力。

　　Thirdly, continuing to deepen reform and opening up ,so as to provide formidable power to promote stable and rapid economic growth. Reform is the motive force and opening up is the vigor .

　　我们将坚定推进经济、政治、文化、社会等各领域的改革，加快构建有利于科学发展的体制机制，使全社会始终保持开拓进取、奋发有为的旺盛活力。

　　We will be determined to promote the transformation in every field including economy, politics, culture and society and accelerate the construction of system and mechanism which benefits scientific development to make the whole society maintain vitality on forging ahead and being enthusiastic.

　　我们将坚定实施互利共赢的开放战略，拓展新的开放领域和空间，扩大同各方利益的汇合点，积极参与全球经济治理和区域合作，与国际社会共同应对全球性挑战、共享发展机遇，为建设持久和平、共同繁荣的和谐世界作出应有贡献。

　　We will be determined to implement the mutual beneficial and win-win opening strategy, expand new opening fields and space, enlarge the meeting with the interests of all parties, take an active part in global economic governance and regional cooperation, jointly cope with global challenges with international community, share development opportunities and make contributions to constructing a harmonious world with durable peace and common prosperity.

　　第四，我们将全面推进党的建设，为推动科学发展、促进社会和谐提供有力保证。

　　Forth, we will comprehensively boost party’s construction, and provide a powerful guarantee for promoting scientific development and social harmony.

　　党要管党、从严治党，是我们党长期以来形成的历史经验。

　　Party supervising and governing party strictly are historical experience formed for a long time.

　　我们将继续加强马克思主义学习型政党建设，引导广大党员自觉贯彻党的理论和路线方针政策，牢固树立科学发展理念;

　　We will continue to strengthen the construction of Marxism learning-oriented party, guide party members to consciously implement party’s theory and route policies and firmly establish the concept of scientific development.

　　我们将继续加强党的组织建设特别是党的基层组织建设，引导广大党员带领人民群众积极投身改革开放和社会主义现代化建设;

　　We will continue to strengthen party’s organizational construction especially party’s basic-level organizational construction, guide party members to lead the people actively involved in reform and opening up and construction of socialist modernization.

　　我们将继续加强党的作风建设，引导广大党员深入贯彻党的群众路线，始终保持同人民群众的血肉联系;

　　We will continue to strengthen party’s style construction, guide party members to thoroughly implement party’s mass line and keep contact with the masses of the people.

　　We will continue to strengthen the construction of combating corruption and upholding integrity, enhance honesty and self-discipline, and form the power to promote socialism with Chinese characteristics by good party conduct gathering party and the masses.

　　Chinese community party and each European political party participating the forum including European parliament party groups are all important political forces of our own countries and regions.We all have to be responsible for promoting national economic and social development and improving people's well-being.

　　加强中欧政党对话，促进中欧全方位、多领域合作，是中欧各政党的共同使命。

　　It is the common cause for each political party of China and Europe to strengthen china-EU political dialogue and promote china-eu comprehensive and multidisciplinary cooperation.
