　　十三届全国人大二次会议新闻中心于3月8日(星期五)10时在梅地亚中心新闻发布厅举行记者会，邀请国务委员兼外交部长王毅就“中国外交政策和对外关系”相关问题回答中外记者提问。

　　中国外交正站在新的历史起点

　　The world is experiencing profound shifts unseen in a century and the Chinese diplomacy has reached a new starting point, Wang Yi said at a press conference on the sidelines of the second session of the 13th National People's Congress in Beijing on Friday.

　　王毅说，当今世界正处于百年未有之大变局。中国外交正站在新的历史起点。

　　"We will remain on the path of peaceful development, work for win-win outcome, uphold existing international systems and shoulder more international responsibilities," he said.

　　他说：“我们将坚持和平发展道路，践行合作共赢理念，维护现有国际体系，承担更多的国际责任。”

　　Wang said, over the past 70 years since the foundation of the People's Republic of China, Chinese diplomacy has established a fine tradition with distinctive features.

　　王毅说，今年是新中国成立70周年。70年来，具有中国特色的外交理论体系不断丰富发展，形成了一系列优良传统和鲜明特色。

　　朝鲜半岛问题

　　China has been committed to denuclearization and the peaceful settlement of the Korean Peninsula issue and its role is irreplaceable, Wang Yi said on Friday.

　　王毅说，中国在朝鲜半岛问题上始终坚持无核化目标，坚持维护半岛和平稳定。中国的作用不可替代。

　　The Hanoi summit between Pyongyang and Washington was an important step to solve the issue, Wang told a news conference.

　　王毅说，我们认为朝美领导人河内会晤是政治解决半岛核问题进程当中的重要一步。

　　The leaders from both countries overcame obstacles and exchanged views face-to-face in a candid way, which is a positive progress and should be applauded, he said.

　　王毅说，双方能够克服障碍，再次聚首，面对面坦诚交换意见，这本身就是积极进展，就值得充分肯定。

　　第二届“一带一路”国际合作高峰论坛将在北京举行

　　President Xi Jinping will attend the opening ceremony of the second Belt and Road Forum for International Cooperation (BRF) in late April in Beijing and deliver a keynote speech, Wang Yi said.

　　王毅说，第二届“一带一路”国际合作高峰论坛已经确定将于4月下旬在北京举办。届时，习近平主席将出席高峰论坛开幕式并发表主旨演讲。

　　Xi will also chair a leaders' roundtable, he said.

　　王毅说，习近平主席将全程主持领导人圆桌峰会。

　　The number of foreign heads of state and government expected to attend will be much more than that of the first BRF, Wang said, noting that it will be a much bigger event with thousands of delegates from over 100 countries expected to attend.

　　王毅说，预定出席的外国国家元首和政府首脑人数将明显超过首届论坛。届时将会有来自100多个国家的数千名各界代表与会。

　　华为案件

　　China supports the company and individual in question in seeking legal redress to protect their own interests and refusing to be victimized like silent lambs, Wang Yi said at the news conference on the sidelines of the annual legislative session.

　　王毅说，我们支持相关企业和个人拿起法律武器来维护自身权益，不当“沉默的羔羊”。

　　Wang said that the Chinese government has and will continue to take all necessary measures to safeguard the legitimate rights and interests of Chinese businesses and citizens.

　　王毅说，我们已经并将继续采取一切必要措施，坚决维护中国企业和公民的正当合法权益。

　　"This is the duty of the Chinese government," he said.

　　王毅说：“这是中国政府义不容辞的职责。”

　　中美关系合作大于分歧

　　Cooperation is still the mainstream of the China-US relationship and China has a positive outlook on it, Wang Yi said.

　　王毅说，中美关系合作大于分歧，我们对中美关系的未来仍然秉持积极的预期。

　　Wang also refuted statements by some individuals that the two countries should decouple their economies.

　　王毅表示，有个别人声称要让中美“脱钩”，这显然是不现实的。

　　"Decoupling from China will mean decoupling from opportunity, from the future and in a sense from the world," he said, noting that the interests of both countries are inseparable.

　　王毅说，中美两国的利益已经高度融合，“与中国‘脱钩’，就是与机遇‘脱钩’，就是与未来‘脱钩’。”

　　中欧关系总体向好

　　Europe is always an important priority on China's diplomatic agenda and China supports European integration and a united and strong EU, Wang Yi said.

　　王毅说，我们始终把欧洲放在中国对外关系的重要位置，始终支持欧洲一体化进程和欧盟的团结自强。

　　According to Wang, President Xi Jinping will visit Europe later this month as he kicks off this year’s overseas trip.

　　王毅说，本月下旬，习近平主席今年首次出访就选择了欧洲。

　　China welcomes Italy and other European countries to take an active part in the Belt and Road Initiative.

　　我们欢迎包括意大利在内的欧洲各国能够更加踊跃、积极地参与到共建“一带一路”进程当中。

　　巴印关系紧张

　　China advised Pakistan and India to quickly turn the page and seek fundamental and long-term improvement in their relations,said Wang.

　　王毅说，我们希望双方尽快翻过这一页，寻找到两国关系的根本和长远改善之道。

　　China has stressed from the beginning the need to exercise calm and restraint, prevent escalation, find out what has happened and resolve the matter through dialogue, he said.

　　中方从一开始就强调，要冷静克制，防止事态升级;要查明真相，对话解决问题。

　　In the meantime, sovereignty and territorial integrity should be fully respected, he said.

　　在此过程中，各国的主权和领土完整应当得到充分尊重。

　　委内瑞拉的当前局势

　　China will continue to promote the search of a political settlement to the Venezuela issue and support all parties in Venezuela to carry out peaceful dialogue, Wang Yi said.

　　王毅说，中方愿继续支持委内瑞拉朝野各方通过和平对话寻求政治解决方案。

　　External interference will only escalate tensions and bring back the law of jungle, he said.

　　外部的干涉和制裁只会加剧局势的紧张，只会使丛林法则再度横行。

　　The internal affairs of any country should be solved by its own people, he said.

　　任何国家的内部事务都应该由本国人民自己决定。

　　Wang noted that the rights of Latin American countries to develop their relationship with China should be respected and not be interfered with or criticized.

　　拉美国家同中国发展正常关系的权利应当得到尊重，不应该受到任何无端的干涉和指责。

　　携手共创新时代的中朝关系

　　Beijing stands ready to carry forward the traditional relationship with Pyongyang in the new era and jointly safeguard the fundamental interests of the two peoples as well as the peace and stability of the Korean Peninsula.

　　王毅说，我们愿同朝方携手共创新时代的中朝关系，维护好两国人民的根本利益，维护好半岛问题的政治解决进程，维护好地区的和平与稳定。

　　Developing long-term traditional relationship with the Democratic People's Republic of Korea is China's firm choice and also conforms to the interests of both countries.

　　传承和发展中朝传统友好，符合双方共同利益，也是中方的坚定选择。

　　中非合作的成果已遍布非洲大陆

　　Criticism that China has established a debt trap in Africa, or practices neo-colonialism in the continent, should not be considered seriously, as Chinese-African cooperation is open and inclusive.

　　中非合作从来都是开放的。所谓的“债务陷阱论”、“新殖民论”等谬论在非洲都没有市场。

　　China-Africa relations have never been better, and China has demonstrated a role model for international cooperation with Africa.

　　当前，中国同非洲关系处于历史最好时期，中非互利合作继续走在国际对非合作的前列。

　　Wang called on the international community to increase input in Africa to promote development of the continent.

　　我们愿意带动更多的国家关注非洲、重视非洲、投入非洲，共同致力于非洲的和平与发展。

　　呼吁阿富汗各方以对话解纷争

　　There is no vacuum in Afghanistan to be filled, because the land belongs to the people of Afghanistan, Wang Yi said, answering a question on the situation in Afghanistan.

　　王毅在回答有关阿富汗局势的提问时说，阿富汗不存在需要填补的空白或者真空，因为这块土地属于阿富汗人民。

　　He said Afghanistan should not again become an arena of great power rivalry, nor should it be subjected to conflicts. He appealed to all parties in Afghanistan to settle differences through dialogues and join hands to push the door to the peace.

　　阿富汗不应再成为大国的竞技场，不应再承受连绵不断的冲突和战火。我们呼吁阿富汗各方以对话解纷争，化干戈为玉帛，携手推开通向和平的大门。

　　中俄关系

　　This year marks the 70th anniversary of the two countries' establishment of diplomatic ties. China-Russia relations have traveled extraordinary course, Wang said.

　　王毅说，今年是中俄建交70周年。两国关系走过了极不平凡的历程。

　　China-Russia relationship is marked by deep political trust, win-win economic cooperation and mutual support in the international arena, Wang said. "It has become a good example of how major countries should interact with one another, bringing huge benefits to the two peoples and contributing significantly to regional and global peace and stability."

　　王毅说，两国政治上彼此信任，经济上互利合作，国际事务中相互支持，“成为当今大国关系的典范，既为两国人民带来巨大福祉，也为地区和世界的和平稳定作出了重要贡献。”

　　Wang said in 2019, China and Russia will take the 70th anniversary of the establishment of diplomatic ties as an opportunity to elevate the bilateral comprehensive strategic partnership of coordination to a new level.

　　2019年，中俄双方将以建交70周年为契机，推动两国全面战略协作伙伴关系迈上新的台阶。

　　中印关系

　　China and India should be partners in pursuing their respective dreams and important opportunities for growing each other's economies.

　　中印应当互为实现各自梦想的合作伙伴，互为发展本国经济的重要机遇。

　　The current priority is to see that the strategic understanding of the two countries' leaders trickles down to the people and becomes the common view.

　　现在的关键是如何把两国领导人的战略共识扩展为两国社会各界的共同认知，转化为两国人民的自觉行动。

　　China will take new measures in 2019 to offer better consular protection and assistance to Chinese citizens.

　　One of the measures is that mobile payment will be available in overseas Chinese embassies and consulates to bring more convenience.

　　我们将在驻外使领馆逐步开通移动支付，提供更多“指尖上的领事服务”。

　　“南海行为准则”的磋商进程不断加快

　　China and ASEAN countries will speed up negotiation of the Code of Conduct in the South China Sea on the basis of consensus and give updates of the progress to the public at appropriate time.

　　中国将同东盟国家在协商一致基础上不断加快推进磋商进程，适时地对外公布谈判进展情况。

　　China and ASEAN countries will stay focused and eliminate interference, and maintain necessary transparency during the negotiation of the COC.

　　中日关系

　　China and Japan are still in the early stage of improving their ties.

　　中日关系的改善还只是刚刚起步。

　　Sino-Japanese relations got back on track last year and has seen a good momentum for their improvement.

　　Wang urges the Japanese side to honestly consider the history, objectively understand the reality and actively create prospects so as to move forward the ties earnestly in the right direction.
