The market hasbeen hurt by a housing supply glut and tightened credit. Central government officials havesaid that local governments have been given more authority to adjust their housing policiesaccording to the local conditions.

  'Mortgages are very important to first time buyers, and if they are limited and expensive, thatwould hurt transactions,' said Michael Klibaner, head of research for China at JLL or Jones LangLaSalle, a property consultancy.

  'Many Chinese cities only started to loosen limits on home purchases in recent weeks. It mightbe too soon for the central government to allow loosening in housing loans too, ' said RosealeaYao, an analyst at Gavekal Dragonomics.

  Many analysts said that banks' restraint on credit to the housing market is a more importantreason for the property market downturn than the impact of administrative curbs. Housingsales by floor area in Chengdu in July fell 20% from the same month in 2013, according to datafrom China Real Estate Index System.
