问：据悉，今天中方在南沙华阳礁举行了灯塔建设开工仪式。请问中方建设灯塔的目的是什么？

Q: China today held a groundbreaking ceremony for a lighthouse on Huayang Jiao of the Nansha Islands. What is the purpose for building the lighthouse?

答：中方多次表明，中方南沙岛礁建设的主要目的是为了更好地履行在海上搜寻与救助、防灾减灾、海洋科研、气象观察、生态环境保护、航行安全、渔业生产服务等方面承担的国际责任和义务。

A: China has made it clear on multiple occasions that the construction on maritime features of the Nansha Islands is to better fulfill China’s international responsibilities and obligations in maritime search and rescue, disaster prevention and mitigation, marine science and research, meteorological observation, protection of the ecological environment, safety of navigation, fishery production and services, etc.

南海是重要的国际海运通道，也是世界上重要的渔场之一，船舶密度大，海况复杂，海上交通事故时有发生。中方在南沙华阳礁和赤瓜礁建设灯塔是履行相关国际责任和义务重要举措，将为航经该海域的船舶提供高效导航助航服务，大大提高南海海域船舶航行安全。下步，中方将会继续在南沙有关岛礁上建设其他民事设施，更好地服务南海沿岸国家和航经该海域的各国船只。

The South China Sea is a vital passage for maritime transport and one of the important fishing grounds in the world. A large number of vessels pass through this area, which is under complicated conditions and vulnerable to marine accidents. China’s construction of lighthouses on Huayang Jiao and Chigua Jiao of the Nansha Islands is to implement China’s international obligations and responsibilities, and provide passing vessels with efficient guidance and aiding services which will substantially improve navigation safety in the South China Sea. Going forward, the Chinese side will continue to build other civilian facilities on relevant maritime features of the Nansha Islands and offer better services to vessels from littoral countries of the South China Sea and those sailing through this area.

问：24日，波兰法律与公正党总统候选人安杰伊·杜达当选波新一任总统。中方对大选结果有何评论？对中波关系发展前景有何期待？

China always attaches great importance to its relationship with Poland, which is currently in good shape. 问：今天，菲律宾防长加斯明称将在与美国防长在夏威夷会面时就南海问题寻求美国对菲支持，中国在南海的岛礁建设及未来可能在该区域设立防空识别区使菲方受到压制。中方对此有何评论？

Q: Philippine Defence Minister Voltaire Gazmin said today that he will meet the US Defense Secretary in Hawaii to appeal for America’s support to the Philippines, and that the Philippines is being oppressed by China’s reclamation in the South China Sea and the prospect of China implementing an air defense identification zone in the area. What is China’s comment?

答：我注意到连日来有关菲方一些人言论的报道，比如有报道称菲律宾总统表示菲方巡逻机将继续在南海争议海域飞行，中国不应该欺负小国。菲律宾空军发言人也表示，菲军机将沿着美军机的巡逻路线飞行。我能够感觉到菲方一些人近来在南海问题上的躁动。中方已经多次明确阐述了有关立场。我想善意提醒菲方，中国不会欺负小国，但小国也不能无休止地无理取闹。希望菲方停止挑拨、挑衅，回到通过谈判协商解决问题的正确轨道上来。

A: There have been reports about the remarks by some people from the Philippines over the recent days. The Philippine President reportedly said that Philippine military aircraft will keep flying over disputed areas in the South China Sea, and that China should not bully small countries. The Philippine Air Force spokesman said its planes will fly over the South China Sea along the route taken by the US Navy plane. I can feel the restlessness and rashness of some people from the Philippines on issues of the South China Sea. China’s relevant position has been made pretty clear on multiple occasions. Here is a gentle reminder to the Philippines: China will not bully small countries, meanwhile, small countries shall not make trouble willfully and endlessly. We hope that the Philippine side would stop instigation and provocation and come back to the right track of resolving issues through negotiation and consultation.

问：据报道，台湾今天发表了“南海和平倡议”。大陆方面有何评论？

Q: According to media reports, Taiwan today proposed a “peace initiative in the South China Sea”. What is the mainland’s comment?

答：我们注意到了台湾方面的有关“倡议”。两岸中国人有义务共同维护国家领土主权和海洋权益，维护南海地区和平稳定。

A: We have noted the relevant “initiative” brought up by Taiwan. Chinese people across the Taiwan Straits are obliged to jointly safeguard national territorial sovereignty and maritime rights and interests, and maintain peace and stability in the South China Sea.

问：第一，日本将于今年7月首次参加美国和澳大利亚的联合军演，中方是否担心此次军演针对中国？第二，孟加拉去年表示将从中国购买两艘潜艇，这引发印度的担忧。中方对孟加拉军售的目的是什么？

Q: First, Japan will for the first time join a US-Australia military drill this July. Is China concerned that this is aimed at China? Second, Bangladesh said last year that it would purchase two submarines from China, a move that aroused concerns of India. What is the purpose of China’s military sales to Bangladesh?

The Chinese side believes that relevant countries should play a positive and constructive role in enhancing mutual trust and cooperation between regional countries. It is hoped that all parties would contribute positive energy to regional peace, stability and development.
