　　The environmental issue isn't new, of course. The government of a country is supposed to play an important role in the war on the over-exploitation of natural resources. In this process, effective legislation, sufficient budget and an effective supervision system are three main elements, first in the fight against clear cutting and animal hunting, then in the war against sand storms and desertification, and currently in the campaign against pollutant emission and sewage discharge.
