　　今年中国国家机构将进行5年一度的集中换届。中国开启新时代之后，国家高层人事将如何布局吸引着全球关注的目光。

　　产生新一届国家机构和全国政协领导人员，是今年全国两会的重要任务之一。这意味着，会议之后会形成新的“阵容”。按照惯例，全国人大闭幕后，新总理会与媒体见面。

　　One of the major tasks of the 2018 “two sessions” is to elect new state leadership and National Committee of the CPPCC. It means a new “line-up” will be formed after the conferences. By convention, the new premier of China will meet with press after the conclusion of the national legislature's annual session.

　　党和国家机构改革

　　刚闭幕不久的党的十九届三中全会审议通过了《深化党和国家机构改革方案》，同意把《深化党和国家机构改革方案》的部分内容按照法定程序提交十三届全国人大一次会议审议。

　　党和国家机构改革必须提交全国人民代表大会审议，这也是今年全国两会的一项重要议程。国家机构如何消除障碍、优化职能、提高效率效能(eliminate barriers in the function system of its state institutions and optimizes efficiency)，广受瞩目。

　　机构改革将涉及哪些领域、哪些部门，怎么改、如何推进，这些都已成为各方关注的焦点话题。

　　第五次宪法修改

　　今年1月26日，中国共产党中央委员会向全国人民代表大会常务委员会提出关于修改宪法部分内容的21条建议(a proposal about amending part of China's Constitution)。

　　1月30日，全国人大常委会会议经表决，决定将全国人大常委会关于提请审议宪法修正案草案的议案提请十三届全国人大一次会议审议。

　　时隔14年，今年两会即将迎来的第五次宪法修改备受瞩目。

　　1982年宪法公布施行后，分别于1988年、1993年、1999年和2004年进行了4次修改。这是时隔14年我国再次启动修宪。

　　In 1982, the fifth National People's Congress adopted the present Constitution, which underwent four amendments in 1988, 1993, 1999 and 2004. It is the first time in 14 years for China to carry out new constitutional amendments.

　　党的十九大确立的重大理论成就、原则及方针政策都将在此次宪法修改中体现，既保持宪法连续性、稳定性、权威性，又推动宪法与时俱进、完善发展。

　　Major theoretical achievements, principles, and policies adopted at the 19th CPC National Congress are to be incorporated into the upcoming revision to the Constitution, so as to keep pace with the times and improve the Constitution while maintaining its consistency, stability and authority.

　　中共中央还建议将习近平新时代中国特色社会主义思想(Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era)载入宪法。

　　十三届全国人大一次会议首场新闻发布会的发言人张业遂表示，全国人大会议期间，将举行宪法宣誓仪式，这是宪法宣誓制度实行以来首次在全国人民代表大会上举行的宪法宣誓活动，必将更好地体现宪法尊严，彰显宪法权威，弘扬宪法精神。

　　国家监察委开局

　　国家监察体制改革是事关全局的重大政治体制改革。十三届全国人大一次会议将审议国家监察法草案。

　　预计十三届全国人大一次会议将审议通过国家监察法草案、设立国家监察委员会、产生国家监察委员会组成人员(deliberate and approve the national supervision law, establish the national supervisory commission, and elect officials of the commission)。

　　截至2月底，全国省、市、县三级监察委员会已全部完成组建。

　　按照此前十八届中央纪委七次全会(The 7th plenary session of 18th CPC Central Commission for Discipline Inspection)披露的国家监察委的组建“时间表”(timetable)，预计在2018年两会期间，将设立国家监察委员会、产生国家监察委员会组成人员。

　　中共中央关于修改宪法部分内容的建议中提出，国家监察委员会领导地方各级监察委员会的工作，上级监察委员会领导下级监察委员会的工作。

　　监察机关办理职务违法和职务犯罪案件，应当与审判机关、检察机关、执法部门互相配合，互相制约。

　　The supervisory organs will coordinate with judicial organs, procuratorial organs and law enforcement departments, and check each other in handling duty-related offenses.

　　新一届代表委员首次亮相履职

　　2018年全国两会，是新一届全国人大和全国政协的首次会议。

　　目前，在2980名新一届全国人大代表中，新代表超过2200名，占比近75%。已经公布的两千多人的新一届全国政协委员名单中，过半都是“新面孔”。

　　Over 2,200, or nearly 75% of the 2,980 elected deputies to the 13th National People’s Congress are new deputies. Over half of the members of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) will also be newly elected during the sessions.

　　另外，今年两会首次开启了“代表通道”(NPC deputies' passage)和“委员通道”(CPPCC members' passage)。

　　今年，人民大会堂将首次为代表委员设立通道，让媒体记者有更多采访机会。

　　Reporters will be given more opportunities to interview NPC deputies and CPPCC National Committee members since there will be a passage reserved for them in the Great Hall of the People for the first time.

　　每年的全国两会期间，“部长通道(ministers' passage)”都是媒体记者集中关注的一个地方，部长们会在这里集中接受采访，回答记者提问。

　　今年全国两会首次开启的“代表通道”和“委员通道”，将邀请各方面代表委员亮相，讲述代表委员心声，展现代表委员风采，展现中国两会的开放自信。
