  Critics warned — as they have for several years — that the Fed was doing too much, withpotential consequences including inflation and financial instability. The House onWednesday passed a Republican bill intended to limit the Fed’s flexibility by requiring it toadopt a rule for making monetary policy, and to explain its deviations. The measure was notexpected to progress in the Democrat-controlled Senate.

Fisher, president of the Federal Reserve Bank ofDallas, argued that economic conditions had improved sufficiently for the Fed to signal it couldbegin to retreat more quickly.
